Definition

Under the general supervision of a supervisory official in the Department of Environmental Protection (DEP), takes the lead in performing the skilled and/or semiskilled tasks associated with the construction, maintenance, repair, and improvement of structures, facilities, equipment, and grounds at assigned state parks, forests, recreational areas, historic sites, wildlife management areas, marinas, or any other state-owned facilities within the Natural and Historic Resource Program area; takes the lead over lower-level employees and may provide guidance and instruction; does other related duties as required.

Examples of work

Functions as a lead worker and may provide guidance and instruction to lower-level employees. Takes the lead in performing work related to the repair of existing facilities and structures involving skilled and/or semiskilled carpentry, plumbing (water and sewage), electrical, mechanical, heating/air conditioning, painting, and masonry. Takes the lead in building and repairing dams, bridges, boat ramps, and water control structures, controlling erosion, installing, and maintaining septic tanks and draining fields, driveways, and parking areas. Takes the lead in constructing and maintaining trails, blinds, berms, and wildlife management and/or park areas, disposing of trash, and cleaning of public and employee facilities ensuring that quality maintenance standards are continually achieved. Takes the lead in performing grounds and habitat maintenance services including but not limited to grass cutting, field mowing and/or plowing, field maintenance, disking, liming and fertilization, planting and care of flowers, seedlings, shrubs, and trees. Posts property boundaries of assigned work areas. Takes the lead on monitoring facility conditions to ensure health, safety, standards, and cleanliness, and to identify any irregularities or potential emergency situations within in the work area. Takes lead in maintenance related to agriculture and forestry within wildlife management areas and all state-owned properties. Builds fire lines. Ensures the maintenance of state-owned properties and Natural and Historic Resource Program facilities adhere to construction codes and state and federal regulations including the Americans with Disability Act (ADA), Occupational Safety and Health Act (OSHA), and Public Employees Occupational Safety and Health Act (PEOSHA) rules and regulations. Takes the lead in the operation and maintenance of frontend loaders, lawnmowers, trucks, snowplows, and shop tools including power and non-power tools. Assists the supervisor in preparing staff work schedules. Operates and maintains various types of equipment and vehicles involved in the maintenance of roads, dams, boat ramps, shooting ranges, dikes, and other miscellaneous construction and maintenance projects. Takes the lead in performing various types of skilled or semiskilled work required for complete renovation, repair, and replacement of parts and equipment for existing structures, systems, facilities, and grounds so that facilities can continue to function effectively for daily operation, including but not limited to carpentry, plumbing, electrical, masonry, and mechanical repair. Takes the lead in performing work relative to installation of piling, bulkheads, and decking docks, and the repair of these facilities. Assists in inspecting existing structures and facilities to determine extent and nature of repairs, and to see that repairs are completed satisfactorily. Takes the lead in performing specialty type tasks and responsibilities, including the operation of sawmills and gristmills, and other types of specialty functions based on area of assignment. Purchases required materials, supplies and/or services needed in the daily operation of the state-owned facilities and/or grounds; adheres to all Department of the Treasury, DEP, and/or division rules, regulations, policies, and procedures. Under the direction of a supervisor, prepares reports of job progress including employee time, materials, supplies, equipment, and work completed. Prepares requisitions for equipment, materials, supplies, and tools; ensures that such supplies are properly safeguarded, stored, used, and recorded. May assist in training personnel in safety procedures and equipment use as directed by best management practice or defined by regulations. Uses safety and personal protective equipment (PPE) in the prescribed manner as required and trained. Visually inspects and repairs buildings, grounds, and structures. As required, may be on-call for emergency situations that may impact public health and safety. Identifies and reports hazards and unsafe conditions, evidence of vandalism, theft, misuse, and suspicious persons and behavior in a timely manner to a higher authority. Functions as the lead worker in the performance of staff in the event of an emergency including weather related issues and/or business continuity, and may include snow removal, salting, and forest fire suppression and pre-suppression activities. Maintains assigned licensed and unlicensed state vehicles and equipment. Assists in coordinating the clothing/uniform program for maintenance personnel at assigned area. Prepares reports and all associated documents for reporting purposes; maintains essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Requirements

EXPERIENCE: Four (4) years of experience involving the maintenance, renovation, construction, repair, and/or improvement of facilities, buildings, grounds, or wildlife/fishery management areas, including skilled and/or semiskilled carpentry, electrical, plumbing, masonry, mechanical, painting, landscaping, and/or other related work.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position. Appointees may be required to obtain a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated. Appointees may be required to obtain a valid New Jersey Boat Operator's license.

Knowledge, skills and abilities

Knowledge of procedures and equipment used in construction and maintenance of buildings and grounds. Knowledge of the work involved in painting, staining, and varnishing varied types of surfaces; in repairing and maintaining cement, concrete, tile, brick, and other floors, walls, and ceilings; in repairing radiators, plumbing fixtures, water, waste, and drainage lines; in doing carpentry work of varied types; and in installing, repairing, and maintaining cables, wiring, motors, and varied types of electrical fixtures. Knowledge of the maintenance of trees, shrubs, lawns, and plants. Knowledge of effective methods used to lead a team in work assignments. Knowledge of emergency procedures for safeguarding Natural and Historic Resource properties. Knowledge of the methods and techniques used in all types of tree maintenance. Knowledge of ground maintenance equipment. Knowledge of operations for marina facilities including maintaining boats, buildings, and grounds in an orderly, safe, and attractive condition. Knowledge of equipment and procedures used in maintenance of dams, bridges, boat ramps, and water control structures. Knowledge of the use and maintenance of licensed and unlicensed vehicles, boats, tractors, trailers, and other equipment. Ability to provide guidance and instruction to lower-level staff and assist in preparing work schedules. Ability to analyze maintenance and repair problems, organize assigned work, and develop effective work methods. Ability to read, interpret, and apply the department's and/or division's policies and procedures. Ability to read, interpret, and apply the rules, regulations, policies, and procedures associated with the use and reporting requirements for state purchases. Ability to train and lead lower-level personnel. Ability to operate various types of equipment in the performance of job responsibilities. Ability to perform construction, maintenance, and repair work on buildings, systems, grounds, equipment, etc. Ability to work effectively with coworkers. Ability to use specialized equipment based on area of assignment. Ability to make carpentry repairs and perform carpentry construction work. Ability to interact and communicate effectively with the public, coworkers, representatives of other divisions, departments or agencies, consultants, vendors, staff and/or volunteers. Ability to store, safeguard, record, and issue tools, vehicles, materials, and supplies and ensure proper utilization. Ability to inspect existing structures and facilities to determine extent and nature of repairs, and to see that repairs are completed satisfactorily. Ability to inspect and determine safety of equipment and tools to be used by maintenance personnel. Ability to identify hazards and follow procedures to protect visitor safety. Ability to prepare reports and maintain accurate records and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of the position.
