Definition

Under the direction of a higher-level supervisory official in the Department of Environmental Protection (DEP), supervises staff and performs the skilled and/or semiskilled tasks associated with the construction, maintenance, repair, and improvement of structures, facilities, equipment, and grounds at assigned state parks, forests, recreational areas, historic sites, wildlife management areas, marinas, or any other state-owned facilities within the Natural and Historic Resource Program area; may participate in the preparation of area budgets to include obtaining bids for services and equipment; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

Examples of work

Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees under the direction of a higher authority. Supervises, trains, and evaluates subordinate permanent and hourly personnel, volunteers, and other staff assigned to the area under the direction of a higher authority. Prepares time and material estimates for projects; orders materials, tools, and equipment; and schedules required personnel resources to accomplish the project. Supervises and prepares requisitions for equipment, materials, supplies, and tools; ensures that such supplies are properly safeguarded, stored, used, and recorded. If an outside contractor/vendor is to be utilized, prepares bidding documents to engage contractual services, and conducts inspections to ensure work is being accomplished according to specifications; prepares purchase orders and obtains bids for upcoming projects. Prepares performance ratings, evaluations, and standards for subordinates; prepares work schedules and work programs. Oversees routine and custodial types of maintenance such as trash and litter disposal and general structure/facility housekeeping, ensuring that quality maintenance standards are continuously met. Supervises and performs repairs and maintenance associated with structural integrity and reconstruction of structures and facilities, including roads and parking areas, raceways, treatment plants, berms, shooting ranges, dams, bridges, boat ramps, water control structures, erosion control structures, bulkheads, pilings, and docks; participates in preparation of design plans and specifications associated with the above projects. Supervises and/or performs those skilled and/or semiskilled tasks associated with ground maintenance activities. Supervises the performance of grounds and habitat maintenance services including but not limited to grass cutting, field mowing and/or plowing, field maintenance, disking, liming and fertilization, planting and care of flowers, seedlings, shrubs, and trees. Supervises work related to the construction and maintenance of wildlife management and/or park areas, disposal of trash, and cleaning of public and employee facilities ensuring that quality maintenance standards are continually achieved. Supervises the construction and maintenance of trails, blinds, berms, and posting of property boundaries of assigned work areas. Supervises staff in the reading of blueprints, surveys, and/or maps of assigned area(s). Supervises maintenance related to agriculture and forestry within wildlife management areas and all state-owned properties. Supervises the monitoring of facility conditions to ensure health, safety, standards, and cleanliness, and to identify any irregularities or potential emergency situations within in the work area. Supervises the maintenance of security and fire systems and adherence to established division regulations on any natural and historic resource program facility. Visually inspects and repairs buildings, grounds, and structures. As required, may be on-call for emergency situations that may impact public health and safety. Identifies and reports hazards and unsafe conditions, evidence of vandalism, theft, misuse, and suspicious persons and behavior in a timely manner to a higher authority. Ensures the maintenance of state-owned properties and Natural and Historic Resource Program facilities adhere to construction codes and state and federal regulations including Americans with Disabilities Act (ADA), Occupational Safety and Health Act (OSHA), and Public Employees Occupational Safety and Health Act (PEOSHA). Identifies area or facility construction and maintenance needs; assists in prioritizing and analyzing projects to determine the most effective methodology and cost-efficient procedures for accomplishment; prepares necessary reports. Supervises the operation of various types of equipment and vehicles involved in the maintenance of roads, dams, boat ramps, shooting ranges, dikes, and other miscellaneous construction and maintenance projects. Supervises and performs various types of skilled and/or semiskilled work required for construction of new facilities and for renovation, reconstruction, or repair of facilities which include activities in the areas of carpentry, plumbing (water and sewage), electrical, mechanical, heating/air conditioning, painting, and masonry. Supervises the operation, maintenance, and repair of various types of equipment including all types of vehicles, heavy equipment, grounds maintenance equipment, snow removal equipment, and shop tools including power and non-power tools. Inspects existing structures and facilities to determine extent and nature of repairs, and to see that repairs are completed satisfactorily. Acts as an agent or representative for their respective programs at public meetings and/or hearings as may be required. Implements and supervises a preventative maintenance program; maintains inventory for assigned licensed and unlicensed state vehicles and equipment. Prepares reports of job progress including employee time, materials, supplies, equipment, other support costs, and on project completion; analyzes information and prepares final report with recommendations. Prepares and/or reviews the area's annual budget request for maintenance related accounts by reviewing records, inventories, and other related data sources. Analyzes projects to determine most effective methodology and effective cost procedures to accomplish them. Supervises personnel involved and including the operation of sawmills and gristmills, and other types of specialty functions base on area of assignment. Supervises the performance of staff in the event of an emergency including weather related issues and/or business continuity, and may include snow removal, salting, and forest fire suppression and pre-suppression activities. May assist in operational aspects of the park or wildlife management areas including visitor services and public information. Supervises and trains personnel in safety procedures and equipment use as directed by best management practice or defined by regulations. Uses safety and personal protective equipment (PPE) in the prescribed manner as required and trained. Supervises the purchase of required materials, supplies and/or services needed in the daily operation of the state-owned facilities and/or grounds; adheres to all Department of the Treasury, DEP, and/or division rules, regulations, policies, and procedures. Learns procurement procedures for obtaining, processing, and executing the bids for services, materials, or equipment including all supporting documentation. Prepares inspection reports of structures and facilities indicating condition, required repairs, estimated costs, required time, and recommendations regarding correction. Coordinates and enforces the clothing/uniform program for maintenance personnel at assigned area. Prepares reports and all associated documents for reporting purposes; maintains essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Requirements

EXPERIENCE: Five (5) years of experience involving the maintenance, renovation, construction, repair, and/or improvement of facilities, buildings, grounds, or wildlife/fishery management areas, including skilled and/or semiskilled carpentry, electrical, plumbing, masonry, mechanical, painting, landscaping, and/or other related work, one (1) year of which shall have been in a lead worker capacity.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position. Appointees may be required to obtain a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated. Appointees may be required to obtain a valid New Jersey Boat Operator's license.

Knowledge, skills and abilities

Knowledge of equipment and procedures used in construction and maintenance of buildings and grounds. Knowledge of equipment and procedures used in maintenance of raceways, treatment plants, berms, boat ramps, dams, bridges, and water control structures. Knowledge of procedures, equipment, tools, materials, and techniques used in renovation of existing structures, construction of new facilities, and associated improvements. Knowledge of the work involved in painting, staining, and varnishing varied types of surfaces; in repairing and maintaining cement, concrete, tile, brick, and other floors, walls, and ceilings; in repairing radiators, plumbing fixtures, water, waste, and drainage lines; in doing carpentry work of varied types; and in installing, repairing, and maintaining cables, wiring, motors, and varied types of electrical fixtures. Knowledge of the operations of the Forest Fire Service and of suppression and pre-suppression activities. Knowledge of emergency procedures for safeguarding Natural and Historic Resource properties. Knowledge of the methods and techniques used in all types of tree maintenance. Knowledge of ground maintenance equipment. Knowledge of the maintenance of trees, shrubs, lawns, and plants. Knowledge of operations for marina facilities including maintaining boats, buildings, and grounds in an orderly, safe, and attractive condition. Knowledge of the use and maintenance of licensed and unlicensed vehicles, boats, tractors, trailers, and other equipment. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to prepare requisitions for equipment, materials, supplies, and tools. Ability to prepare bidding documents to engage contractual services, prepare purchase orders, and obtain bids for projects. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position.
