Definition

Under direction of a manager, in the Motor Vehicle Commission, supervises the review of violation records of problem drivers; supervises all driver rehabilitative activities, and assigned staff; acts as liaison to municipal court personnel to ensure compliance with Title 39 and assists the court in all matters concerning Motor Vehicle Commission laws, rules, and procedures; conducts the difficult personal interviews; conducts special investigations; Supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff. does related work.

Examples of work

Develops and coordinates program planning; determines local driver improvement policies, coordinates and conducts driver improvement activities. Makes final decisions on difficult driver improvement cases. Supervises data collection for research programs. Develops and conducts in-service training programs for Driver Improvement Analysts. Supervises and oversees employee participation in problem driver conferences; forwards or presents evidence to support MVC's action against a problem driver's license. Completes official forms and makes required reports in support of planned or executed driver improvement actions. Critically appraises the conduct of interviews, and conference sessions and determines follow-up course of driver improvement and control action for each. Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Takes testimony under oath, rules on the admissibility of evidence; sees that conferences are properly conducted; and takes the measures required to ensure that defendants are afforded the benefits of due process of law. Meets with the staff at appropriate times concerning data processing, personnel, fiscal, budget and other matters. Prepares clear, sound, accurate and informative statistical and other reports containing findings, conclusions and recommendations. Maintains the essential records, reports and files. Performs detailed analysis of driver records, studies computer outputs for pertinent data to identify drivers for improvement action, searches driver case records for additional background material on problem drivers, and relates the value of violations, accidents, mental disabilities and physical disabilities to recommend course of driver improvement action. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the techniques of interviewing and their application to specific situations. Knowledge of the Motor Vehicle laws (Title 39) of New Jersey and the rules, regulations, policies, standards, and procedures of the Motor Vehicle Commission established thereunder and their application to specific situations. Knowledge of vehicle and traffic laws and associated penalties and fines and relative effects of various physical and mental impairments on driving behavior. Knowledge of the operations of the Motor Vehicle Commission. Knowledge of the Motor Vehicle Commission standard operating procedure for notifications. Ability to train assigned staff. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to develop and maintain effective liaison activities with other traffic oriented agencies and organizations, coordinate driver improvement activities, and analyze existing programs constructively. Ability to organize assigned work, analyze problems, and develop appropriate work methods. Ability to supervise and manage State-wide programs in driver improvement; work effectively with various persons, organizations and agencies contacted in state driver improvement programs. Ability to interpret and apply Motor Vehicle laws (Title 39) of New Jersey and the rules, regulations, policies, standards, and procedures of the Motor Vehicle Commission. Ability to prepare correspondence. Ability to control and direct the course of Motor Vehicle conferences in a fair and impartial manner and, with due regard to the rights of the appellant and the interest of the State, to assure a high standard of compliance with the law. Ability to determine relevant facts. Ability to communicate effectively and courteously with others. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in reviewing, analyzing, and evaluating material dealing with the application of rehabilitative programs, laws, regulations, policies, and procedures affecting probationary and problem drivers; one (1) year of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
