Definition
Under direction of a supervisory official in the Department of Health and Senior Services or Banking and Insurance, supervises a multi-disciplinary team or other staff responsible for the evaluation and survey of health care facilities, health care plans, or health care organizations for compliance with state and federal regulations, laws, and contracts; does other related duties.
Examples of work
Plans, assigns, and supervises the activities of an inspection or survey team in the evaluation of health care facilities, plans, or organizations for compliance with state and federal regulations. Supervises the investigation and resolution of complaints and appeals regarding managed care, health care plans/organization or facilities/services. Supervises a group of health-related professionals or surveyors in the survey of health care facilities; or staff responsible for the investigation of consumer and provider complaints regarding managed care health care plans and organizations. Reviews and evaluates correction plans submitted by health care providers, and health care plans/organizations. Provides technical assistance to health care providers, health care plans/organizations or other interested parties in the application and interpretation of state and federal certification regulations for health care facilities/plans/organizations. Supervises the activities of operational areas that support survey and certification processes, such as complaint intake, scheduling, and federal certification activities. Conducts and supervises the conduct of visits to health care facilities and/or the review and evaluation of health care plans/organizations to evaluate for compliance with local, state, and federal regulations. Reviews surveillance and investigative reports prepared by staff. Provides assignments and instruction to staff; evaluates and supervises performance. Provides testimony at hearings for legal actions. Confers with other agencies and groups regarding state and federal requirements for department licensed and certified providers, and/or for health care plans/organizations. Evaluates proposed standards and federal regulations for health care providers and/or health care plans/organizations, and provides suggestions and recommendations. Compiles data and prepares reports containing findings, conclusions and recommendations. Establishes and maintains cooperative working relationships with health-related associates, organizations and agencies. Prepares correspondence. Provides information, advice and technical assistance regarding program activities to health care plans/organizations, health care providers, other State and Federal agencies, and member of the public. Establishes and maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of health care concepts. Knowledge of the social and economic health needs and resources in the State of New Jersey after a period of training. Knowledge of the methods used to assess client health care needs. Knowledge of the methods used to review and audit medical records. Knowledge of the methods used to inspect health care facilities. Knowledge of the methods used to obtain, compile and evaluate health information. Knowledge of the methods used to investigate and evaluate complaints. Ability to evaluate the services of health care providers for compliance with state and federal regulations. Ability to prepare correspondence. Ability to establish and maintain essential records and files. Ability to provide testimony at hearings. Ability to read and interpret laws, rules and regulations and apply them to specific situations. Ability to analyze survey data. Ability to establish and maintain cooperative working relationships with other health associates. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in a health care plan, facility or organization as a registered nurse, nutritionist, occupational therapist, registered pharmacist, registered physical therapist, recreational therapist, social worker, or speech language pathologist, which shall have included two (2) years in a municipal, county, state or federal agency surveying, evaluating, or investigating health care plans, organizations or facilities for compliance with state and/or federal laws and regulations related to health care. OR Possession of a bachelor's degree from an accredited college or university and four (4) years of the above-mentioned professional experience; two (2) years of which shall have been in a municipal, county, state or federal agency surveying, evaluating, or investigating health care plans, organizations or facilities for compliance with state and/or federal laws and regulations related to health care. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions. Applicants who have graduated from an accredited school of nursing or possess an associate degree in nursing may substitute two (2) years of additional professional experience on a year-for- year basis for the required bachelor's degree. Long-term care positions require the successful completion of the Basic Surveyor Training and passing the Surveyor Minimum Qualifying Test.
