Definition
Under close direction of a Program Specialist 3, Occupational Environmental Health Code Enforcement, or other supervisory official in the Department of Community Affairs, conducts investigations for the identification and control of occupational health hazards, especially those involving lead and/or asbestos; is responsible for the evaluation of activities in environmental monitoring, particularly abatement projects involving lead and/or asbestos; does other related duties.
Examples of work
Conducts field and office work concerning monitoring of lead and/or asbestos abatement sites in order to assess the work practices of licensed contractors and their compliance with the applicable rules and to ensure that hazardous conditions are either not created or discontinued in the environmental or occupational health area. Analyzes public health problems and develops work methods for the recognition and prevention of lead and/or asbestos occupational and environmental diseases. Collects and analyzes data resulting from tests. May review, collect data and analyze results of monitoring at lead abatement sites involving superstructures. Conducts investigations and inspections and cooperates with other federal and state occupational disease prevention programs including those of the Occupational Safety and Health Administration of the US Department of Labor, the National Institute of Occupational Safety and Health, the US Department of Health, Education and Welfare and the NJ Department of Environmental Protection, Labor, and Health and Senior Services. Participates in field research of lead and/or asbestos hazards. May correlate the findings of several reports. May participate in the development of standards for the control of lead and/or asbestos hazards. Prepares clear reports involving the occupational and environmental health program related to asbestos and/or lead abatement projects, which includes findings, conclusions and recommendations. Establishes and maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recordings and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of the techniques used to collect and analyze data. Knowledge of interviewing and investigation techniques. Knowledge of lead and/or asbestos environmental and occupational health hazards. Knowledge of the rules, regulations, policies, procedures, methods and standards of the New Jersey Department of Community Affairs and their application to asbestos and lead abatement projects. Ability to plan, initiate and conduct field visits, field tests and analyses at asbestos and/or lead abatement sites. Ability to compile and interpret survey data. Ability to establish and maintain cooperative working relationships with public and private agencies involved in occupational health hazards. Ability to read and interpret laws, rules and regulations and apply them to program specific situations. Ability to plan and conduct investigations and studies. Ability to prepare correspondence. Ability to prepare reports of asbestos and/or lead abatement inspections which contains findings, conclusions and recommendations Ability to establish and maintain records and files. Ability to utilize various types of electronic and/or manual recordings and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Note
Appointees to this title who do not possess the Lead Inspector/Risk Assessor permit, will not be permitted to perform lead related duties until they have acquired the permit as required. The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Conversely, all duties performed on the job may not be listed. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in the field of industrial hygiene or occupational, environmental, or public health involving occupational or environmental hazard prevention programs. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. OR Possession of a master's degree in biology, chemistry, physics, environmental science, or other subjects related to industrial hygiene and industrial engineering; and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions. Appointees must acquire a permit as a Lead Inspector/Risk Assessor issued by the New Jersey Department of Health within the four (4) month probationary period by successfully completing a 40-hour course administered by a certified lead training provider. Failure of an appointee to this title to obtain the permit as a Lead Inspector/Risk Assessor within the four (4) month probationary period shall be considered as cause for separation.
CERTIFICATION
Applicants must possess a Certification as a NJ Asbestos Safety Technician issued by the New Jersey Department of Community Affairs.
