Definition

Under the limited supervision of a supervisory official in a state department, institution, or agency, assists in the preparation of programmatic policy and procedural regulations and guidelines necessary for the implementation of the programs; assists in the preparation of various informational materials; determines, reviews, and analyzes the impact of federal and/or state legislation on programs, and/or reviews provider or contract agencies for compliance with standards and procedures; does related work as required.

Examples of work

As required, prepares initial drafts of new and/or revised program policy or procedural material. Instructs and reviews the work of Standards and Procedures Technicians engaged in preparing initial and/or revised policy material for approval by a higher level supervisory official. Assist in compiling, writing, editing, and preparing informational materials, brochures, pamphlets, and other related materials for both department employees and constituency. Independently analyzes and interprets federal and/or state legislation applicable to one or more programs; determines its impact on present and future programmatic goals and objectives; provides reactive comments and, where appropriate, recommends courses of action. Compile information and policy letters relevant to programs. As required, drafts periodic reports of programmatic output in accordance with federal regulations. Prepare correspondence in the official course of duties. Maintain essential reports, records, and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. KNOWLEDGE AND ABILIITES: Knowledge of the application of statistical methods and procedures. Knowledge of the procedures involved in collecting, analyzing, and interpreting complex factual data. Ability to interpret and apply federal and state policies relative to department programs. Ability to collect, compile, and make an accurate appraisal of factual information. Ability to analyze laws, rules, regulations, and prescribed procedures and interpret them for application to specific situations. Ability to prepare clear, technically sound, accurate, and informative statistical and other reports containing findings, conclusions, and recommendations. Ability to establish and maintain essential reports, records and files. Ability to develop effective work plans. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in the review, writing, analysis, and revision of program policy, procedures, informational materials, rules, guidelines, and/or program analysis and development. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. OR Possession of a master's degree in a discipline appropriate to the position; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
