Definition

Under the general supervision of a supervisory official in a state department, institution, or agency, may supervise and evaluate the work of staff engaged in writing policy guidelines and procedures or informational material, and/or takes the lead in the review of provider or contract agencies, and in the preparation of programmatic policy manuals, bulletins, and procedural guidelines; analyzes and interprets the estimated impact(s) of Federal and/or State legislation on programs; does related work as required.

Examples of work

Reviews and evaluates initial drafts of program policy and procedural materials, and other written reports by and refers them for final approval to a higher level supervisory official. Prepares and/or ensures that final drafts are prepared for final approval of a higher level supervisory official. Develop new and/or revised forms through elimination or modifications for use by service providers, program contractors and/or division administration staff. Take the lead in the review of contract agency procedures for compliance with department standards and procedures. Serve in the supervisor's absence by performing all necessary evaluation and approval responsibilities. May supervise the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Prepare correspondence on program policy and procedure for the supervisor or other administrative officer. Supervise the preparation and/or prepare the monthly activity and other specially assigned reports required by the supervisor. Represent the supervisor at meetings with division administration staff relating to policy formulation and implementation. Review the analyses and estimated impacts of federal and/or state legislation written by subordinate Standards and Procedures Technicians. Supervises the preparation and/or prepare the intradepartmental informational letters, bulletins, pamphlets, brochures, and other required materials. Maintain essential reports, records, and files. Oversee the establishment and maintenance of all policy files by clerical staff. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. KNOWLEDGE AND ABILIITES: Knowledge of the application of statistical methods and procedures. Knowledge of the procedures involved in collecting, analyzing, and interpreting complex factual data. Knowledge of forms planning and designing. Ability to interpret and apply federal and state policies relative to departmental programs. Ability to assign, review, and otherwise supervise the work performance of staff. Ability to analyze laws, rules, regulations, and prescribed procedures and interpret them for application to specific situations. Ability to direct the required preparation of necessary reports and correspondence by staff. Ability to learn to assign, evaluate, and monitor the work performance of professional and clerical employees and to develop effective work plans. Ability to supervise and direct the maintenance of essential reports, records, and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in the review, writing, analysis, and revision of program policy, procedures, informational materials, rules, guidelines, and/or program analysis and development. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience. OR Possession of a master's degree in a discipline appropriate to the position; and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
