Definition

Under the direction of a supervisory official in a State department or agency, supervises, and coordinates professional or non-professional staff engaged in the planning and coordination of writing policy guidelines and procedures; preparation, review, revision and analysis of programmatic, informational and policy material; does other related duties.

Examples of work

Coordinates and supervises a staff engaged in the preparation, review, revision and analysis of policy statement, manuals, programs, information, and other programmatic materials. Approve final drafts of program policy and procedure for submission to supervisors. Supervise the development and/or revision of forms through elimination, modification, etc., for use by service providers, program contractors and/or staff. Supervise and coordinate preparation of the required monthly reports. Supervises, reviews, and evaluates the work of subordinate employees in testing compliance to appropriate Statewide Departmental and Federal rules and regulations. Supervises and coordinates the review of analysis and estimated impacts of Federal and/or State legislation. Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Represent the program at meetings or conferences with division administration staff relating to policy formulation and implementation. Supervise the preparation of necessary correspondence. Supervises the establishment and maintenance of essential reports, records, and files . Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Knowledge of supervisory and managerial concepts and techniques. Ability to understand and interpret Federal and State Programs relating to Department or agency services. Ability to read and understand the policies, procedures, and organizational structure of the department to which assigned. Ability to understand and interpret regulations and legislation pertinent to division or agency programs. Ability to analyze laws, rules, regulations, and prescribed procedures and interpret them for application to specific situations. Ability to supervise and evaluate the work performance of subordinate professional staff. Ability to coordinate and supervise the revising and rewriting of technical manuals. Ability to organize written communications of varied types in an accurate and concise manner. Ability to establish and maintain cooperative working relationships with contractors, providers, associates, and Federal and/or other representatives involved in the department or agency programs. Ability to supervise and/or prepare clear, technically sound, accurate and informative reports containing findings, conclusions, and recommendations. Ability to supervise the maintenance of essential reports, records, and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in review, writing, analysis, and revision of program policy, procedures, informational materials, rules, guidelines, and/or program analysis and development, two (2) years of which shall have included supervisory responsibilities including preparation of employee evaluations of staff involved in technical or scientific work. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have included supervisory responsibilities including preparation of employee evaluations of staff involved in technical or scientific work. OR Possession of a master's degree in in a discipline appropriate to the position; and three (3) years of the above-mentioned professional experience, two (2) years of which shall have included supervisory responsibilities including preparation of employee evaluations of staff involved in technical or scientific work. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
