Definition

Under direction, performs the more responsible work involved and/or may take the lead over other Construction Inspectors who inspect buildings and other types of construction work to ensure compliance of workmanship and specifications; does other related duties.

Under direction, examines the working plans of proposed buildings for compliance with state, county, and local zoning laws, ordinances, rules, and regulations and conducts field work to ensure compliance with zoning regulations; does related work as required.

Examples of work

• Visits construction jobs under way, checks quality and amount of work done, and makes decisions involving construction problems.
• Assists in interpretation of drawings and specifications.
• Inspects construction of buildings and other types of construction work to ensure that structures are built according to blueprints and detailed sketches, and to ensure that workmanship and materials used comply with specifications.
• May conduct inspections to ascertain compliance with federal and state equal employment and other affirmative action regulations.
• Measures distances to verify accuracy of dimensions of structural installations and layouts.
• Verifies levels, alignment, and elevation of installations using surveyor's level and transit.
• Observes work in progress to ensure that procedures followed and materials used conform to specifications.
• Prepares samples of unapproved materials for laboratory testing.
• Examines workmanship of finished construction for conformity to standard and gives approval to same.
• Interprets blueprints and specifications for contractor and discusses deviations from specified construction to ensure compliance with regulations governing construction.
• Records quantities of materials received or used during specified periods.
• Maintains daily log of construction and inspection activities and compares progress reports.
• Computes monthly estimate of work completed and may approve payment to be made to contractor. Reports approved changes from plans, specifications, or blueprints for incorporation into the master blueprint.

• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

• Reads and corrects final plans.
• Consults with architects, owners, and contractors on compliance problems.
• Conducts field inspections to ensure compliance with zoning regulations and applicable rules, and initiates appropriate enforcement actions against violators.
• May assist in the promulgation of zoning regulations.
• May supervise staff and work activities.
• Prepares and supervises the preparation of reports.
• Directs the establishment and maintenance of essential records and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Experience

Six (6) years of experience in either (1) the preparation and revision of building construction plans, (2) in inspection or supervision of the erection of buildings and structures, or (3) as a journeyman in the building construction structural trades.

Three (3) years of experience in the preparation and revision of building construction plans and specifications or in the inspection and enforcement of zoning and/or building construction laws and regulations.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of form, content, and interpretation of building construction plans, specifications, and blueprints.
• Knowledge of the means of identifying varied types of materials and equipment that enter into the construction of buildings.
• Knowledge of procedures and standards to be observed in inspecting building construction work to determine compliance with plans and specifications and reasonable standards of workmanship.
• Knowledge of the establishment and maintenance of records and files.
• Ability to read and interpret building construction plans, contracts, and specifications.
• Ability to develop a suitable work program and provide instructions and guidance to other inspectors.
• Ability to work harmoniously with people and take and maintain a firm stand with contractors and the like.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

• Knowledge of provisions of the local building code and zoning ordinance after a period of training.
• Knowledge of the effective means of obtaining and maintaining proper liaison between municipal authorities and private contractors.
• Ability to analyze and interpret the local zoning ordinance and other local ordinances that apply to buildings, and state and county laws, rules, regulations, and policies applicable to buildings, zoning, and sanitation.
• Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.
• Ability to achieve compliance with local zoning regulations.
• Ability to provide guidance to staff and supervise their work performance.
