Definition

Under direction, plans, organizes, supervises, coordinates, and implements a comprehensive training program in a correctional facility designed to educate and train correctional personnel in the care, custody, and rehabilitation of inmates; does other related duties as required.

Examples of work

Plans, develops, and implements training programs for correctional personnel. Plans, develops, and conducts orientation classes for new correction officers. Prepares and supervises the preparation of study and other materials used in training programs. Prepares and maintains bibliographies and resource materials for staff development courses. Selects training programs. Prepares correspondence relating to the training programs. Prepares clear, sound, accurate, and informative reports on the training programs and activities containing findings, conclusions, and recommendations. Supervises the establishment and maintenance of essential training records and files. Researches and writes proposals for varied types of training programs. Prepares manuals and implements programs including preparing curriculum, arranging scheduling, conducting training, and/or arranging for other instructors. Arranges for and supervises the proper use of visual and other training aids. Seeks out funds for training programs through federal, state, and private grants. May supervise assigned personnel in carrying out their training functions. Determines the type and level of the training program to be provided. Determines the content, type, and length of training courses and helps to develop course outlines and lists of materials to be used in certain areas. Makes arrangements for facilities, equipment, and needed materials, and selects appropriate instruction procedures. Develops training curriculum and instructs correctional personnel in such matters as history of corrections, inmate security, courtroom demeanor, transportation of inmates, handling of special problem inmates, legal rights of the confined, searches of cells and the human body, use of force and defensive tactics, firearms safety, firearms qualifications, officer/inmate relationship, observation, and so forth. Selects and orders films, booklets, supplies, and other materials for the training program. Develops and carries out an evaluation system to determine future revisions in course content. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of principles, methods, and problems involved in the planning, organization, and administration of correctional service training programs. Knowledge of teaching principles, methods, tools, and techniques and their application to correctional service training programs. Knowledge of problems encountered in work involving the rehabilitation, care, and custody of persons deprived of their liberty and confined to a correctional institution, and of related law processes. Ability to establish cooperative working relationships with law enforcement, administrative, supervisory, and other public officials. Ability to plan and develop training programs. Ability to exercise independent judgment in evaluating situations and in making determinations. Ability to develop and direct an ongoing correctional service training program. Ability to organize training courses, analyze problems, and develop effective work methods. Ability to prepare training manuals and other related materials. Ability to prepare clear, sound, accurate, and informative statistical and other reports of training activities containing findings, conclusions, and recommendations. Ability to provide special instructions on correction work techniques, methods, and aims. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience involved in the determination of correctional service training needs, the development of appropriate training plans and materials, and the conduct of orientation, inservice, refresher, and other types of correctional service training courses. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
