Definition

Under direction, supervises a group of life guarding personnel at a swimming/bathing area; does other related duties.

Under direction, supervises and works with a group of employees engaged in the performance of painting and other general maintenance and repair tasks such as carpentry work, electrical, masonry, plastering, plumbing, steamfitting, roofing and other work involved in the maintenance of buildings or similar structures; does other related work.

Examples of work

• Visits assigned stations to observe lifeguards enforcing bathing regulations.
• Cooperates with medical and law enforcement personnel at the scene of an emergency.
• Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
• Supervises and assists in cleaning the pool and related facilities and equipment.
• Patrols or monitors swimming areas on foot, in vehicles, or from towers to ensure safety and enforce rules and regulations.
• Initiates practice drills to maintain appropriate rescue skills.
• Inspects and ensures the proper maintenance of rescue equipment.
• Warns swimmers of improper activities or danger and enforces regulations and water safety policies.
• Enforces regulations at the swimming/bathing area.
• Monitors weather and water conditions; warns swimmers/bathers of hazardous situations.
• Administers and supervises lifeguards administering first aid.
• Supervises lifeguards observing bathers on assigned sections of swimming/bathing areas.
• Provides on-going training to staff to support their professional development and educational growth.
• Rescues and supervises the rescue of distressed bathers.
• Notifies proper authorities of public disturbances.

• Will be required to learn how to utilize various types of electronic and/or manual recording information systems used by the agency, office or related unit.
• Plans, organizes and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
• Supervises and works with a group of employees engaged in maintenance and repair tasks involved in painting the exterior and interior of buildings, decorating the interior of buildings, and painting a variety of structures as well as other routine maintenance and repair tasks.
• May supervise staff engaged in cleaning grounds and the interior and exterior of buildings.
• May operate and/or supervise staff engaged in operating, maintaining and repairing building utility systems.
• Requisitions tools, equipment and supplies.
• Inspects work of staff for conformance to blueprints, specifications, instructions, contracts, work schedules and budget and corrects any discrepancies in work orders.
• Plans work and assigns staff to meet deadlines and priorities set by higher levels of supervision in order to complete work assignments and to meet emergency situations.
• Instructs staff in proper methods.
• Determines the need for special equipment and materials for projects and prepares necessary requisitions.
• Assists supervisors in planning work projects.
• May personally perform general maintenance and repair tasks.
• Prepares evaluations and reports and maintains records in order to inform higher levels of supervision of the status of maintenance and repair activities.
• May maintain cost records on repair work as a basis for future work or for budget control purposes.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Two (2) years of experience as a lifeguard involving rescue procedures and the administration of first aid and artificial resuscitation.

Three (3) years of experience in applying paint to the surfaces of buildings or other structures.

License

Appointees for public recreational bathing areas classified as swimming pools or lakes must possess current and valid lifeguard certification issued by the American Red Cross, Boy Scouts of America, National Pool and Waterpark, Lifeguard Training, the YMCA or other recognized organizations.

Appointees may be required to possess a current and valid boiler operator's license of the appropriate grade and type issued by the New Jersey Department of Labor.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of water rescue methods and techniques.
• Knowledge of first aid and life resuscitation (C.P.R.) techniques.
• Knowledge of the surveillance methods used to recognize and prevent injuries in bathing areas.
• Knowledge of water rescue equipment.
• Ability to swim in accordance with certification standards.
• Ability to enforce bathing regulations.
• Ability to cooperate with law enforcement and medical personnel at emergency scenes.
• Ability to modify programs as necessary to ensure the safety of the visitors and staff.
• Ability to supervise lifeguards and evaluate their performance.
• Ability to administer first aid.

• Knowledge of the standard tools, materials, methods, practices, and safety precautions used in the painting of buildings.

The responsibility for ensuring that appointees possess the required experience as an ocean lifeguard, rests with the Appointing Authority, if applicable to the position.

Appointees for public recreational bathing areas classified as ocean, tidal or open water must possess current and valid lifeguard certification issued by the United States Lifesaving Association (U.S.L.A), South Jersey Chief's Association (S.J.C.A) or other recognized organizations.

Applicants must possess current and valid standard first aid certification issued by the American Red Cross, the National Safety Council or other recognized organizations. For appointees to ocean and tidal water areas, certification must include a minimum of 21 hours of first aid training not including CPR training.

Applicants must possess current and valid CPR (cardiopulmonary resuscitation) certification including adult, child and infant CPR as well as obstructed airway training issued by the American Heart Association, the American Red Cross, the National Safety Council or other recognized organizations.

Applicants may be required to possess current and valid certification in water safety instruction issued by either the American Red Cross, Boy Scouts of America, National Pool and Waterpark, Lifeguard Training, the YMCA, the United States Lifesaving Association, the South Jersey Chief's Association or other recognized organizations.

Applicants may be required to possess current and valid certification as a lifeguard instructor issued by the American Red Cross, Boy Scouts of America, National Pool and Waterpark, Lifeguard Training, the YMCA, the United States Lifesaving Association, the South Jersey Chief's Association or other recognized organizations.

Appointees may also be required to possess current and valid AED (automatic external defibrillator) certification.

Appointees may be required to have training in supplemental oxygen support for adults, children and infants.

Appointees to ocean and tidal water areas may also be required to possess basic or higher-level scuba diver certification.
