Definition

Under the direction of a Supervisory Official, coordinates and supervises the day to day activities of the health facilities survey staff and assists the Supervisor in planning and coordinating work of a complex and technical nature; does related work as required.

Examples of work

Maintains the control system for the assigned health facilities caseloads to ensure that surveys and other required visits are completed on a timely basis. Coordinates the preparation of detailed inspection documentation for the health facilities in accordance with Federal and State regulations, rules, standards and statutes. Reviews inspection documentation for completeness, technical accuracy, quality and validity. Reports identification problems, supported by documentation, to the Supervisor of Inspections, Health Facilities Evaluation & Licensing with recommendations for licensure and certifications. Processes recommendations for licensure and certifications. Coordinates the collection of and/or develops data, information for reports required of the Health Facilities Inspection program including responses to requests for information from other state agencies, providers, consumers and the Department of Health and Human Services. Responds to telephone inquiries related to health facilities from consumers and providers. Assists in implementation of policies, survey procedures, interpretation of regulations and enforcement procedures related to the program. Provides technical assistance and consultation to facility representative and health care professionals working in Health Facilities. Participates in surveys of health facilities. Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for recommending the hiring, firing, promoting and/or disciplining of employees. Develops and maintains the policy procedure manuals pertaining to the program activities. Provides assistance and training to supervising health care facilities evaluators. Reviews deficiency profiles of assigned facilities to identify problem areas or potential patterns of poor practices among providers of health facilities. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of Federal objectives, policies, regulations, rules, practices, standards and statues related to health facilities, intermediate care facilities for the mentally retarded and out patient physical therapy recommended for certification to participate in the Medicaid and Medicare programs. Knowledge of management theory and practice, human relations and personnel theories and practices. Knowledge of methods and techniques utilized in inspecting and surveying health facilities, skilled nursing facilities and intermediate care facilities for the mentally challenged. Knowledge of modern management techniques, planning, practices and procedures, program analysis, organizational principles and administrative practices in health care. Knowledge of necessary components of Federal and State reports. Knowledge of State objectives and policies, regulations, rules, procedures, standards and statutes related to long term care facilities, medical day care facilities and residential health care facilities recommended for licensure by NJ State Department of Health and Senior Services. Ability to supervise and coordinate staff, and program activities. Ability to plan, assign and supervise the health facility surveys. Ability to supervise and assist in the preparation of detailed inspection documentation for health facilities in accordance with Federal and State regulations, rules, standards, and statutes. Ability to coordinate and evaluate the orientation, development, and on-job training of surveys of health facilities. Ability to analyze and solve problems which occur on organizing and coordinating a diversified professional staff in the regulatory process. Ability to interpret and apply Federal and State laws and regulations with established procedures. Ability to maintain, prepare, or supervise the preparation of data and reports on health facilities. Ability to survey health facilities. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English and sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience inspecting health care facilities for compliance with Federal and State standards, rules, regulations, policies and procedures; one (1) year of which shall have been in supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. OR Possession of a master's degree in Health Administration, Nursing or other related area; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions. Applicants who do not possess the required bachelor's degree but have graduated from an accredited school of nursing and possess a license as a Registered Professional Nurse (RN) may substitute two (2) additional years of experience as indicated above for the bachelor's degree.
