Definition
Under the close supervision and monitoring of a supervisory official in the Office of Information Technology, performs routine analysis, maintenance, programming, and support work on modules of existing systems; may develop web applications or websites; does other related duties as required. DISTINGUISHING CHARACTERISTICS: Employees at this basic level receive direct, monitored supervision and perform routine software development work in support of the unit's functions. The tasks are basic, procedural, and uncomplicated for the most part, and most of the work is reviewed on completion. A supervisor or higher-level software developer provides assistance and/or specific work instruction on non-routine or problem situations and most assignments are broadly based, encompassing diverse activities such as analysis, programming, testing, documentation creation, and support.
Examples of work
Codes and unit tests software components based upon detailed specifications. Prepares test data for unit and integration testing. Conducts integration testing following a pre-defined test plan. Prepares flowcharts, block diagrams, and codes program modules of the least complexity for application systems development. Maintains production application programs/program modules as necessary. Develops and maintains program documentation. Tests and verifies the function and performance of new software and enhancements to existing software. May design, build, and/or maintain a website, using authoring or scripting languages, content creation tools, management tools, and digital media. Carries out routine debugging of software problems following defined procedures. Identifies, documents, communicates, and solves problems with new and existing software. Develops design logic for less complex individual programs. Maintains current knowledge of information processing, new technologies, and the latest trends. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of information systems, design concepts, and principles of production systems, and work efficiency techniques. Knowledge of the design of database management systems. Knowledge of computer programming design considerations and differences between various programming languages to determine which is best suited for various business needs. Ability to understand decision tables, charts, and diagrams. Ability to use logical reasoning to carry out software development activities. Ability to utilize work processes and methods. Ability to adhere to the goals, policies, and procedures of the organization. Ability to communicate well with coworkers and other technical groups, and to develop and maintain cooperative working relationships. Ability to maintain essential records, reports, and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Five (5) years of professional experience in programming, systems analysis, or computer analysis. OR Possession of a master's degree in an Information Technology field.
