DETECTIVE TRAINEE- STATE INVESTIGATOR, LAW AND PUBLIC SAFETY

Definition

Under immediate supervision of a superior officer in the Division of Criminal Justice, Department of Law and Public Safety, assists in performing specific field and office work relative to criminal/civil violations of other state statutes; participates in extensive field and office training on the operations, procedures, and policies of the division; is authorized to exercise all powers/rights of police officers, constables, and special deputy sheriffs in criminal matters, and is empowered to act as officer for the detection, apprehension, arrest, and conviction of offenders against the law; does other related duties as required.

Examples of work

• After successfully completing a police training commission course approved by the Police Training Commission, which includes successful attainment of a required level of proficiency in the use of firearms, exercises all powers and rights of police officers, constables, and special deputy sheriffs in criminal matters, and functions as a law enforcement officer for the detection, apprehension, arrest, and prosecution of offenders against the law.
• Performs specified investigative work involving state enforcement programs.
• Prepares reports of routine nature during the course of an investigation.
• Participates in and observes the detecting, reporting, and following-up of criminal violations of New Jersey statutes and regulations.
• May assist in surveillance of certain aspects of investigative operations to gain knowledge of illegal activities in developing a case to prosecute violators of NJ laws for casino operation.
• Learns proceedings in giving testimony before Grand Juries, Courts of Law, and other judicial bodies to perform in the future on behalf of the state's prosecution effort of criminal violators.
• Exercises arrest procedures of criminal violators in assisting an investigator to enforce state laws.
• May prepare reports.
• Attends and participates in organized training programs essential for advancement in the State Investigator title series.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree.

<b>CITIZENSHIP:</b>

Must be a citizen of the United States.

<b>SPECIAL NOTE:</b> Applicants accepting employment are required to adhere to employment restrictions that they not pursue outside gainful employment during their tenure with the Division of Criminal Justice unless approved by the Attorney General.

<b>MEDICAL EXAMINATION:</b>

As a prerequisite for appointment, appointees may be required to pass a thorough medical and psychiatric examination to be administered by the appointing authority. Any psychological, medical or physical condition or defect which would prevent efficient performance of the duties of the position, cause the appointee to be a hazard to himself/herself or others, or become aggravated as a result of performance of these duties, will be cause for rejection.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of New Jersey statutes concerning applications for gaming licenses and violations of the NJ Code of Criminal Justice.
• Knowledge of methods of conducting interviews and preparing required reports.
• Knowledge of operations and procedures of the Divisions of Gaming Enforcement or Criminal Justice.
• Knowledge of surveillance techniques.
• Ability to organize field and office work after a period of training.
• Ability to analyze investigative findings after a period of training.
• Ability to interpret results of investigations of routine difficulty for possible criminal/civil violations of New Jersey statutes after a period of training.
• Ability to work with informants after a period of training.
• Ability to work well with others.
• Ability to qualify with designated firearms on a semiannual basis.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

• <b>ADVANCEMENT</b>
• On the successful completion of the 12-month training period, appointees will be eligible for advancement to the title Detective I - State Investigator, Law and Public Safety in accord with New Jersey Civil Service Commission procedures.
• The inability of an employee in this title to attain a level of performance warranting advancement to the title listed above shall be considered cause of separation.

Appointees will be required to successfully complete a training program mandated by the New Jersey Police Training Commission within 18 months of appointment.

<b>SPECIAL QUALIFICATIONS:</b> Appointees must be able to complete satisfactorily the police training course administered by the Police Training Commission. Such training includes successful attainment at a level of proficiency in the use of firearms.

Appointees to this position shall qualify semi-annually in the use of firearms.
