Definition

Act as an aide and under the direction of the Assistant Director, Confidential Investigative Specialist 3, or other supervisory officer to assist in delegated matters.

Examples of work

  • Serves as backup to Commission Evidence Custodian in all aspects of the operation of the evidence vault, to include maintenance of chain of custody record systems, proper disposition of evidence (return or destruction) and the conducting of periodic evidence integrity inspections.
  • Acts as the backup to the Electronic Recording Evidence Custodian, which entails cataloguing, maintaining, copying and assuring the proper disposition of all electronic recordings.
  • Assists in all matters relative to the motor vehicle fleet of the Commission, to include record keeping, vehicle assignment, maintenance monitoring, quote acquisition, inspection assurance, fictitious registration and transportation coordination to and from service sites, if needed.
  • Assists in all matters associated with acquiring and maintaining fictitious drivers' licenses for the investigative staff.
  • Performs delivery and courier services to and from the Commission for legal, confidential, salary, personnel or other related documents.
  • Coordinates and monitors the inventory in the investigatory and administrative supply room, and serves as Technical Equipment Manager.
  • Assists with the procurement, monitoring, maintenance and assignment of technical equipment utilized for investigative endeavor, such as cameras, DVD recorders and tape recorders.
  • Attends to all aspects of police radio communication, such as liaison with the State Police Radio Unit, radio assignment, radio maintenance, setting of standard police radio protocol.
  • Assists with the procurement, monitoring, maintenance and assignment of cellular telephones.
  • Performs corporate record checks at Secretary of State's Office as requested by staff members.
  • Secures quotes and/or assist in the procurement of law enforcement related equipment purchased for investigative staff.
  • Provides logistical support for investigative endeavors.
  • Assists with security matters pertaining to public hearings.
  • Aids the Commission management staff with special projects.
  • Conducts searches for birth, death, and marriage records held by the New Jersey Bureau of Vital Statistics.
  • Assists with matters related to facilities management, such as, mechanical assembly and repair, office maintenance, furniture relocation and movement of supplies.
  • Provides logistical support relative to public hearings.
  • Secures quotes from contractors/vendors pertaining to facilities management, as needed.
  • Administers the periodic and proper destruction of discarded confidential Commission documents and materials (shredding/ destruction of reports, memos, work product, tapes, CD's evidence, etc.).

Education

Graduation from an accredited college or university with a Bachelor's degree.

Experience

Three (3) years of experience in a criminal justice agency conducting investigations, and/or collecting, receiving, verifying, recording, and storing of evidence, and/or preparing investigative reports related to criminal and/or civil matters involving acts of criminal and/or civil misconduct.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

  • Ability to organize assigned administrative work and develop appropriate work methods.
  • Ability to appropriately and effectively communicate with federal, state and local agencies.
  • Ability to prepare statistical and financial data. Knowledge of survey techniques and statistical and research methods.
  • Ability to analyze problems and data and take or recommend action.
  • Knowledge of Commission responsibilities, regulations and procedures.
  • Ability to communicate effectively orally and in writing.
  • Ability to prepare clear, sound, accurate, informative reports on analysis conducted.
  • Ability to maintain records, files and supply inventory.
  • Ability to effectively utilize a personal computer and knowledge of appropriate software packages.
  • Ability to utilize various types of electronic and/or manual information recording equipment and systems used by the Commission.
  • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Experience as a police officer performing criminal follow-up investigations (not preliminary investigations) may be substituted for the above experience on a year-for- year basis.

Twenty-one (21) credit hours in criminal justice may be substituted for (1) one year of indicated experience.

A Master's Degree in Criminal Justice, Public Administration, Business Administration, or other related field may be substituted for one (1) year of the indicated experience.
