Definition
Under direction, assists in the administration of a program designed to relocate displaced residents and businesses; does other related work.
Examples of work
Plans, organizes and administers a program designed to relocate residents and businesses affected by renewal or redevelopment purposes. Coordinates and oversees the staff engaged in relocation activities. May participate in conducting real estate transactions, attending closings, and negotiating mortgages and loans. Reviews and analyzes relocation procedures and practices and makes recommendations for changes when necessary. May conduct and supervise the conduct of investigations to obtain and/or verify data and financial or other resources. Analyzes and interprets federal, state and local laws and regulations which impact relocation programs and activities. May oversee the referral of displaced residents to social service agencies for needed services beyond the scope of the relocation program. Authorizes financial assistance to residents for the relocation process when necessary. Oversees the conduct of interviews for residents and business owners to be displaced. May review claims for relocation expenses. Establishes and maintains liaison and cooperative working relationships with other agencies and organizations interested or involved in the work of the unit. Develops and administers surveys and studies regarding program activities and analyzes results. Plans, organizes and assigns work of the organizational unit, provides guidance and instruction to staff, and supervises work performance. Prepares clear, sound, accurate and informative reports containing findings, conclusions and recommendations. Prepares correspondence in the course of official duties. Establishes and maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the economic and other problems to be encountered by the relocation of residents and businesses. Knowledge of program planning techniques. Knowledge of the techniques used to conduct studies, surveys, and investigations. Ability to provide assignments, guidance and instruction to staff and evaluate work performance. Ability to read and interpret laws, rules and regulations relating to the activities of the program, and apply them to specific situations. Ability to establish and maintain cooperative working relationships with those agencies and organizations involved in the work of the program. Ability to prepare correspondence in the course of official duties. Ability to prepare clear, sound, accurate and informative reports containing findings, conclusions, and recommendations. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Five (5) years of professional supervisory experience involving the relocation of residents or businesses with a real estate or government agency. OR Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned supervisory experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
