Definition

Under direction, performs more difficult work in the establishment of a system of valuations for real property; may function in a lead capacity over lower level staff; performs other related duties as required.

Examples of work

  • Performs real estate and special property appraisals.
  • Inspects and appraises real estate on appeal before the County Tax Board or State Board of Tax Appeals in accordance with established techniques recommended by the American Institute of Real Estate Appraisers.
  • Inspects assigned district for new construction and demolition.
  • Appraises new building and additional construction for assessing purposes.
  • Estimates values and figures of lots, plots, and layouts of land in assigned districts; revises figures as appropriate.
  • Estimates appropriate property assessments of lots, plots, and layouts of land in assigned districts.
  • Obtains data regarding sales, mortgages, leases, and transfers from brokers, sellers, and purchasers.
  • Writes and balances field and revision books.
  • Serves subpoenas in connection with tax appeals.
  • Prepares descriptive property appraisal sheets.
  • May train new employees.
  • Provides guidance and assistance to lower level staff.
  • May give assignments to employees.
  • Replies to correspondence and answers assessment inquiries.
  • Prepares reports.
  • Maintains essential records and files.
  • Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Two (2) years of experience assessing or appraising residential, commercial, and/or industrial real property.

Knowledge, skills and abilities

  • Knowledge of the New Jersey State and municipal laws, rules, regulations, policies, and procedures regarding tax assessments.
  • Knowledge of accepted methods of property appraisals.
  • Knowledge of the form and content of building plans.
  • Ability to analyze and interpret applicable laws and regulations and apply them to specific situations.
  • Ability to produce accurate appraisals of real property.
  • Ability to testify before county and state boards.
  • Ability to work collaboratively with groups and individuals.
  • Ability to take and maintain a firm and correct stand when controversies arise.
  • Ability to give assignments and instructions to lower level employees.
  • Ability to advise and assist lower level employees when problems arise.
  • Ability to monitor the work of lower level employees.
  • Ensures that proper procedures are followed, reasonable standards of workmanship and output are maintained, and that desired objectives are achieved.
  • Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.
  • Ability to maintain essential records and files.
  • Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
