Definition

Under the direction of supervisory official, is responsible for coordination of operations necessary to design plans and/or relocation of utility facilities on highway and bridge construction projects and maintenance projects, and to negotiate with private and municipally owned utilities and railroad companies concerned with highway railroad crossings; does related work as required.

Examples of work

• Supervise the processing of work for the rearrangement of utility facilities in conjunction with construction and maintenance projects on State highways.
• Coordinate all utility design work.
• Represent the Department in negotiation and consultation with utility companies regarding economical arrangements of facilities.
• Prepare plans and estimates for the of utilities facilities.
• Supervise the preparation of utility plans, estimates, and agreements for approval including orders, agreements, schedule of work, and cost estimates.
• Supervise the work operations and/or functional programs and has responsibility for recommending the hiring, firing, promoting, and disciplining of subordinates.
• Coordinate utility work with road and bridge plans, specifications and construction procedures; arrange for expedition of utility construction in order to avoid delays in road and bridge construction.
• Certify bills for completed utility work in conformity with existing orders and/or agreements.
• Represent the Department in preliminary negotiations with railroad and public utility companies on matters affecting highways railroad crossings, grade separations, or other railroad facilities on State highways and on Federal Aided secondary roads.
• Initiate and submit petitions requesting establishment of new highway-railroad crossings.
• Represent the Department at hearings on matters pertaining to highway railroad crossings or other railroad facilities.
• Resolve conflicts between competing (for e.g. environment vs. traffic growth) needs in negotiation and advisory efforts with new and expanded State and Federal agencies, with local municipalities.
• Resolve conflicts between State and Federal procedures.
• Make engineering determinations.
• Negotiate agreements with railroad companies; and obtain and transmit engineering data required for the design. Present plans and specifications for grade crossing.
• Collaborate with Bureaus and other such units and agencies involved in highway - railroad projects.
• Prepare financial, engineering, cost and other reports on highway utility containing findings, conclusions, and recommendations.
• Educate staff in new methods, operations, and technological advances.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
• <b>REQUIREMENTS
• EDUCATION:</b>
• Graduation from an accredited college with a Bachelor's degree in engineering.

Experience

Four (4) years of professional engineering experience in the field of public utility operations and/or regulations and/or in making engineering studies pertaining to utility valuation, rate or service determination; including one (1) year of which shall have been in a supervisory capacity.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES

Knowledge of design techniques for railroad and all types of utility facilities involved in highway construction and maintenance projects.

Knowledge of policy and procedures of private utility companies concerning the location and relocation of utility facilities.

Knowledge of the procedures established for hearings on proposed highway railroad crossings and for negotiations and consultations with utility companies.

Knowledge of State and Federal policies and procedures.

Knowledge of social, economic, environmental, and safety engineering considerations.

Knowledge of the provisions of U.T.C.D manual.

Ability to organize engineering design and utilities work, analyze the problems, and develop appropriate work methods.

Ability to coordinate the design work for railroad and other utility facilities involved in Department highway construction and maintenance projects.

Ability to give assign work, train, and supervise staff.

Ability to negotiate and consult with utility companies involved in Department highway construction and maintenance projects.

Ability to certify bills for completed utility work.

Ability to prepare reports containing findings, conclusions, and recommendations, and engineering utility design work.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Employees hired by the Department of Transportation on or before July 1, 1999 who do not possess the Bachelor's degree listed above, may substitute education and experience as indicated below to meet the education requirements:

EDUCATION:

An Associate's degree in Engineering or Engineering Technology.

OR

Completion of forty-five (45) semester hour credits of specialized college level/non-remedial engineering education from an accredited college in an engineering or engineering technology program.

Acceptable specialized education must include a minimum of 24 credits in Engineering/Engineering Science and a minimum of 21 credits in general science and a higher level math course. Information regarding acceptable courses may be obtained from DOT/Human Resources.

You must attach a copy of your transcript(s) to your application. Foreign degree/transcripts must be evaluated by a recognized evaluation service. Failure to do so will result in rejection from the examination process.

AND

Three and one half (3 ') years of full time experience in engineering work.

Applicants who have more than the required forty-five (45) engineering related credits may substitute additional credits for the required experience on a pro-rated basis, thirty (30) credits equaling one (1) year of experience, up to a maximum of two and one half (2 ') years.

Possession of a valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in engineering.

A Bachelor of Science degree in Engineering Technology (BSET) in a field related to civil engineering from an accredited college having a curriculum approved by the Accreditation Board of Engineering Technology (ABET) meets the above education requirement.
