Definition
Under direction, oversees programs and staff operations for the maintenance and construction of highways, roads and/or bridges within a specified geographical jurisdiction, or, in an office environment, oversees work programs and staff responsible for highway maintenance; does related work.
Examples of work
- Plans and schedules pavement, bridge, landscape, and drainage maintenance and the maintenance of non-electrical traffic control devices, signs, and traffic lane stripping.
- Organizes and implements emergency operations, including snow removal and ice control, performed both during and after normal working hours.
- Implements and controls operations for rehabilitation, and major maintenance programs and evaluates maintenance accomplishments.
- Provides recommendations for acceptance of all contract projects within the Region.
- Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the firing, hiring, promoting, demoting and/or disciplining of employees.
- Assists in preparing recommendations for changes to proposed programs.
- Negotiates, for contractor forces and equipment when necessary.
- Assists in delegating the assignments of regional maintenance and equipment personnel.
- Supervises engineering investigations of maintenance problems and complaints, and makes appropriate reports and recommendations to managerial personnel.
- Supervises the issuance of permits to enter right-of-way for temporary or permanent periods as conditions warrant.
- Prepares correspondence in the course of official duties.
- Prepares clear, sound, and informative engineering, statistical, and other reports of Regional programs and activities containing findings, conclusions and recommendations.
- Establishes and maintains records and files.
- Directs studies, and the preparation of standards, and developing management systems for the various maintenance operations.
- Directs engineering investigations of maintenance problems and complaints, and makes appropriate reports and recommendations.
- Assists in the supervision of the work programs and staff involved in engineering maintenance and operation of roadways, bridges, shoulders, roadsides, drainage, signs, and traffic lines of the highway system.
- Supervises the scheduling of special maintenance projects.
- Evaluates the performance and efficiency of various maintenance equipment.
- Supervises the preparation of service contracts and specifications for specialty work.
- Provides data for budget.
- Provides data for the formulation of policies.
- Supervises the preparation of specifications for maintenance procurement and construction and contracts for highway rehabilitation.
- Provides expertise on maintenance matters, and technical assistance to staff and others.
- Resolves conflicts between competing interests in negotiation and advisory efforts.
- May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
Graduation from an accredited college with a Bachelor's degree in civil or mechanical engineering.
Experience
Four (4) years of experience in construction, maintenance or mechanical engineering involving highway construction or maintenance, one (1) year of which shall have been in a supervisory capacity.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

A Bachelor of Science degree in Engineering Technology (BSET) in a field related to civil engineering from an accredited college having a curriculum approved by the Accreditation Board of Engineering Technology (ABET) meets the above education requirements.
Possession of a valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in engineering.
A Master's degree in Civil or Mechanical Engineering may be substituted for one year of non-supervisory experience.
