Definition

Under the direction of the Chief, Bureau of Bridges and Structures, Plan Coordination and Specification Development, in the Department of Transportation, supervises the work programs and staff for the development and subsequent construction of both bridge projects and the bridge and structural work within other Transportation project; does related work as required.

Examples of work

• Organizes assigned technical, engineering and supervisory work.
• Plans, organizes, and supervises the work effort of three assigned units. Each unit consists of one Project Engineer and three Engineers, Structures, Plans and Specification.
• Organizes and controls the planning, development and implementation of projects initiated by Bridges and Structures and the bridges and structures work involved with other transportation projects.
• Recommends solutions to problems which arise during all phases of the design process related to choices of alternatives, implementation of design concepts, environmental impact, economic consideration, and other factors.
• Makes recommendations regarding the Bureau's organization chart.
• Under direction, establishes and maintains effective working relationships with public agencies, general public, local, State, and Federal government officials and with representatives of public utilities to coordinate properly the planning, design and construction of bridge projects.
• Prepares technically sound, accurate and informative engineering, statistical and other reports containing findings, conclusions and recommendations.
• Develops project schedules for work completed by consultant engineering firms.
• Supervises the review of study and design reports.
• Cooperates with the Office of Community Involvement in preparation for and attendance at public meetings and public hearings for proposed Department projects for the improvement of existing State highways and structures and for other transportation projects in order to present, explain and reply to questions regarding the Department's proposal; receives comments from the public.
• Plans for submission of permit documents to the United States Coast Guard, the Army Corps of Engineers and the New Jersey Department of Environmental Protection to assure that all required permits have been obtained prior to when the construction project is advertised.
• Supervises the submission of Level of Action documents to assure that the documents are complete and accurately reflect the scope of the project.
• Supervises the review of preliminary and final structural plans and the development of the supplementary specifications to insure their conformance with Department standards and engineering principles.
• Supervises the preparation of contract documents for the advertisement of contracts approved by the Commissioner.
• Makes recommendations regarding the proper solution of any structural problems or questions that the resident engineer and/or Bureau of Materials may have during construction or fabrication.
• Supervises the review and preparation of consultant engineering agreements, any associated contract modifications and related documents. Supervises the processing of invoices for engineering services submitted by consulting engineering firms.
• Addresses public meetings and service clubs concerning matters related to Bridges and Structures projects.
• Periodically evaluates the training needs of the Bureau and coordinates suitable training programs with the Division of Personnel Services.
• Manages the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
• Prepares correspondence in the course of official duties.
• Maintains necessary records and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Education

Graduation from an accredited college or university with a bachelor's degree in Civil Engineering.

Possession of a bachelor's degree in Engineering Technology in a field related to civil engineering from an accredited college having a curriculum approved by the Accreditation Board for Engineering and Technology (ABET).

<u>OR</u>

Completing of forty-five (45) semester hour credits of specialized college engineering education in an accredited college, vocational school, industrial area school or correspondence school. Acceptable specialized education include: engineering, mathematics, chemistry, drafting, mechanics, and related engineering subjects meeting criteria established by the Department of Personnel.

Experience

Five (5) years of structural engineering experience in advanced bridge design including at least two years of supervisory experience in charge of the operations of an engineering force engaged in reviewing bridge plans and specifications.

Three (3) and one half (1 ') years of full time experience in engineering related work.

NOTE: Applicants who have more than the required forty-five (45) engineering related credits will be allowed to substitute additional major credits on a prorated basis with thirty (30) credits equaling one year of experience for the required experience in accordance with criteria established by the Department of Personnel, up to a maximum of two and a half (2 ') years.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the standards, policies, procedures, physical layout, regulations and functions of the New Jersey Department of Transportation and their application to specific highway bridges and structures and other transportation projects.
• Knowledge of modern road design standards, methods, procedures, materials and techniques and their application to specific and appropriate situations and projects in the New Jersey Department of Transportation.
• Knowledge of standards for bridge design and construction as established by the American Association of State Highway and Transportation Officials (AASHTO).
• Knowledge of state of the art for the fabrication and erection of structural elements.
• Knowledge of the rules, procedures and regulations of the Federal Highway Administration and/or Urban Mass Transit Authority relating to the provision of Federal Aid for transportation construction projects and plans.
• Knowledge of the technical provisions for specifications of materials, methods, quantities, and basic for payment used in the construction of new roads and highways and for the rehabilitation of existing roads and highways.
• Knowledge of the general provisions to be included in specifications for contracts containing work.
• Knowledge of the liaison required concerning specifications affecting utilities, geometrics, soils, drainage, electrical, right-of-way and other phase of work in the contract.
• Knowledge of social, economic, environmental and safety engineering considerations.
• Knowledge of office practices and procedures for design and preparation of bridges and structures construction plans.
• Knowledge of all State government legislation to or affecting the construction or maintenance of highways legislation to or affecting the construction or maintenance of highways within the jurisdiction of the New Jersey Department of Transportation.
• Ability to devise work programs and schedules according to the objectives of the Department of Transportation, analyze technical problems, and develop appropriate work methods.
• Ability to review and analyze engineering plans and specifications prepared by staff and outside engineers for adherence to Bureau regulations and standards.
• Ability to establish and maintain effective working contacts with consulting engineering firms to insure conformity with Department of Transportation design criteria, standards and policies.
• Ability to comprehend, analyze and interpret basic legislation and project its effect upon Department programs.
• Ability to compile material for and assist in preparing budgets.
• Ability to assign, instruct and supervise the work performance of professional, technical, and clerical employees.
• Ability to work effectively with outside engineers, local, State and Federal government officers, and with the representatives of utilities and others interested in or concerned with the work of the Bureau.
• Ability to prepare correspondence in the course of official duties.
• Ability to prepare clear, technically sound, accurate and informative engineering, technical, statistical and other reports containing formal recommendations.
• Ability to supervise the maintenance of essential Bureau records, reports and files.

• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communications.
