Definition
Under the direction of the Chief, Bureau of Structural Design, Transportation, or Supervising Engineer, Structural, Transportation, directs, and supervises the work programs and staff of the in-house Structural and Architectural Design Units of Design Services, Department of Transportation; does related work as required.
Examples of work
- Plans, organizes and controls the work programs for all structural engineering and Architectural squads composed of engineering and draftspersons or technicians of varied grades.
- Develops work programs and design and survey procedures necessary to complete work assignments and projects, including establishing systems for reporting designs and survey costs and production.
- Directs the training and development of the squad leaders.
- Prepares the annual budget request of the section, including a written justification for each item for the Supervising Engineer, Structural and the Bureau Chief's approval.
- Recommends the purchase of equipment and supplies for use by staff engineers, technicians and draftspersons.
- In collaboration with the Bureau of Computer Operations develops new applications, integrating automation into the operation, in conjunction with utilization of available programs from other sources.
- Establishes methods of operation for squad leaders and insures uniformity within squads in order to achieve consistency of operations.
- Establishes reporting systems for measuring the production output of the various staff engineering and architectural squads.
- Supervises the input to Cost Estimate data retention.
- Sets goals for the production output of these squads.
- Supervises the hiring of engineers and draftspersons or technicians required to staff the engineering and architectural squads.

Education
Graduation from an accredited college or university with a bachelor's degree in Civil Engineering.
Experience
Five (5) years of professional experience in structural engineering, at least two (2) years of which shall have been in a supervisory capacity.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the standards, specifications, policies, procedures, physical layout, regulations and functions of the Department of Transportation.
- Knowledge of the administrative and other problems encountered in supervising and directing the work of an engineering office.
- Knowledge of the principles, practice, equipment and procedures of modern engineering.
- Knowledge of the rules and regulations of the Federal Highway Administration relating to the provision of the Federal Aid for Department of Transportation purposes.
- Knowledge of office practices and procedures for modern highway design and the preparation of highway construction plans and other construction plans.
- Ability to comprehends, analyze and interpret the standards, regulations, policies, specifications and procedures of the Department of Transportation and apply them to specific engineering problems.
- Ability to devise sound operating procedures in formulating and carrying out plans for the effective use of personnel, equipment, materials and supplies within a work unit of the State.
- Ability to coordinate the work of the unit with the other units of the Department and with the Federal Highway Administration.
- Ability to work effectively and establish cooperative relationships with associates, municipal officials and with those individuals, agencies or others interested in or concerned with Department of Transportation Projects.
- Ability to assign and administer the instruction of engineers and office personnel engaged in Department of Transportation projects and supervise the performance of their work.
- Ability to prepare correspondence in the course of official duties.
- Ability to supervise the preparation of engineering and other detailed reports containing findings, conclusions and formal recommendations.
- Ability to supervise the establishment and maintenance of essential records, reports, plans, and files.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
