Definition

Under the direction of the Chief, Bureau of Electrical Operations, Department of Transportation, supervises the work programs and staff of the engineering units within the bureau of Electrical Operations; Assists the Bureau Chief in the daily operations of the Bureau; does related work as required.

Examples of work

• Supervises and coordinates the programing activities of the engineering staff with the Federal Highway Administration with regard to design and cost estimates of all traffic signal installations on State highways.
• Responds to interrogatories and testifies in court as to the operation and maintenance of electrical devices of the Department of Transportation.
• Evaluates drawbridge operational records and, where possible, processes requests with the U.S. Coast Guard to obtain appropriate restrictions.
• Supervises the investigation of complaints relative to bridge operations or accidents and, if necessary, recommends and initiates corrective measures.
• Provides administrative support to the drawbridge area of bureau operations and technical support to the mobile communications section.
• Supervises the review of contract plans and specifications, the approval of shop drawings, and the inspection of electrical items associated with public transportation projects.
• Supervises and controls the planning and development of electrical design projects within the State.
• Plans, organizes, and supervises the work of the engineering forces of the Bureau concerned with design, contract installation, and inspection of electrical facilities on the State Highway System.
• Directs the preparation of standard electrical design projects by both Bureau design squads and consulting engineers.
• Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or discipline of employees.
• Supervises and coordinates traffic surveillance techniques, control and advisory systems with their related strategies and available hardware including maintenance considerations.
• Makes complex engineering determinations that take into account the details of diversified factors of considerations which include social, economic, safety and environmental aspects.
• Coordinates the radio frequency activities of the Department for the Federal Communications Commission.
• Under direction, personally negotiates the more complex agreements related to the Highway Lighting Reimbursement Program and installation of other electrical facilities with various governmental jurisdictions, regional authorities, and private corporations; supervises the negotiating activities conducted by subordinates.
• Advises and directs consulting engineers in the preparation of plans and specifications for electrical work on highway construction, Federal Aid Secondary, and Local government Aid Projects.
• Coordinates work of the engineers of the Bureau with that of the drafting section.
• Meets and confers with area design engineers during all phases of the design process.
• Coordinates the Bureau office work programs with that of the design units to insure the proper flow of work.
• Corresponds with engineers of the Federal government, officials and engineers of political subdivisions of the State, public utility companies, and others to properly coordinate the planning, design, and construction of electrical facilities.
• Has charge of all electrical construction by contract supervised by the Bureau.
• Supervises the work of resident engineers on electrical construction projects.
• Maintains necessary records and files.
• Assists in the preparation of the annual budget.
• Assumes the responsibilities of the Bureau Chief during his or her absence.
• Prepares correspondence in the course of official duties.
• Prepares clear, technically sound, accurate, and informative engineering reports and related work containing findings, conclusion, and recommendations.

Education

Graduation from an accredited college or university with a bachelor's degree in electrical engineering.

Experience

Three (3) years of responsible, professional, supervising engineering experience including at least one (1) year in charge of a major phase of a highway electrical engineering program.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the purposes, policies, procedures, and standards of the Department concerned with electrical installations and their application to specific traffic control problems.
• Knowledge of and familiarity with the character of Department electrical installations including highway lighting, illuminated signs, traffic signals, movable bridges, and exterior and interior lighting.
• Knowledge of the fundamental principles and practical application of electrical circuitry for highway lighting, traffic signals, and movable bridges.
• Knowledge of and familiarity with modern design techniques for electrical control systems and highway systems and of the integration of such systems into all phases of highway design planning, construction, and maintenance.
• Knowledge of the procedures and techniques necessary to inspect electrical construction projects and to advise responsible officials of conformity with plans, specifications, and standards of the Department of Transportation.
• Knowledge of the policies and practices of public utility companies throughout the State regarding highway construction.
• Knowledge of the Rules and Regulations of the U.S. Coast Guard concerning movable bridges on navigable waterways in the State.
• Knowledge of procedures associated with the programming of force account and contract projects with the Federal Highway Administration.
• Knowledge of FCC radio frequency assignment regulations.
• Knowledge of the types of equipment which are the present 'state of the art' of computer and microprocessor devices used in complex traffic signals, traffic signal operations projects, and disk metric signs.
• Knowledge of social economic, environmental and safety engineering considerations.
• Ability to analyze bridge operation data as it relates to roadway usage in order to develop appropriate bridge operating restrictions.
• Ability to supervise the design work of the various design squads of the Electrical Bureau and to coordinate this work with consulting engineers and roadway and bridge design units of the Department.
• Ability to supervise inspection forces of the Electrical Bureau and to coordinate work with inspection forces of the construction division.
• Ability to establish and maintain contact with public official and officers of public utility companies concerning electrical design construction throughout the State.
• Ability to supervise the work performance of the professional, technical, and clerical staff of the electrical bureau.
• Ability to prepare and justify and itemized annual budget.
• Ability to prepare correspondence in the course of official duties.
• Ability to prepare and supervise the preparation of clear, technically sound, accurate, and informative reports of electrical engineering and related matter containing findings, conclusions, and recommendations.
• Ability to establish appropriate work schedules and to develop effective work measures.
• Ability to supervise the establishment and maintenance of the essential records and files.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communications.
