Examples of work
- Directs, organizes and supervises staff operations for the civil, electrical, mechanical and structural sections of the Bureau.
- Plans and develops the work programs and projects of these sections to meet the plant engineering and operation needs of the Department.
- Evaluates and reviews the progress of the work programs and projects to insure acceptability and completion.
- Develops the engineering standards for and evaluates the preventive maintenance programs and projects of the Department of Transportation.
- Reviews plans and specifications submitted by consultants and staff engineers.

- Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Periodically reviews the status of funds to insure that appropriations available for specific projects are correct.
- Plans and administers Bureau training programs to personnel for continued development and improvement in work performance.
- Assists in the preparation of annual operational and capital budget requests.
- Resolves conflicts between competing (for example, environmental versus traffic growth) needs in negotiation and advisory efforts with new or expanded State and Federal agencies, with local municipalities, and with the public at interest.
- Resolves conflicts between State and Federal procedures where usually no precedent for such resolution has been established.
- Makes engineering determinations that take into account the details of diversified factors of consideration which include social, economic, safety and environmental aspects.
- Represents the Bureau of Plant Engineering and Operation at bid openings, awards of contracts and at meetings with contractors, architects, engineers, Division of Building and Construction of the Department of the Treasury, officials and engineers of political sub-divisions and public utility companies.
- Prepares routine correspondence in the course of official duties.
- Prepares clear, technically sound and accurate reports on engineering matters containing findings, conclusions and recommendations.
- <b> REQUIREMENTS
- EDUCATION </b>
- Graduation from an accredited college with a Bachelor's degree in engineering.
- Possession of a valid license as a Professional Engineer issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree.
Experience
Four years of professional engineering experience in the design, construction and layout of physical plants, such as highway maintenance facilities, repair garages and office facilities; one year of which shall have been in a supervisory capacity.
A Master's degree in engineering may be substituted for one year of the non-supervisory experience.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Ability to acquire thorough knowledge of the standards, specifications, policies, procedures, physical layout, regulations and functions of the Department of Transportation.
- Thorough knowledge of the economic, engineering, administrative and other problems encountered in supervising and directing the work of an engineering office involved in the site development, design and construction of facilities and physical plant, including offices, laboratories, shops, garages and other maintenance facilities.
- Thorough knowledge of the principles, practices, equipment and procedures of modern plant engineering and their most effective use in solving building construction and maintenance problems.
- Ability to acquire a thorough knowledge of related State and Federal policies and procedures.
- Thorough knowledge of social, economic, environmental and safety engineering considerations.
- Ability to acquire thorough knowledge of the rules and regulations of the Division of Building and Construction, Department of the Treasury, and a working knowledge of the operations of the Bureau of Budget and its fiscal operations pertaining to capital and maintenance construction programs for the Department of Transportation.
- Ability to establish engineering standards and evaluate preventive maintenance programs and projects.
- Ability to give suitable assignments and instructions to engineers and office personnel working on facilities construction projects and to supervise the performance of their work.
- Ability to establish working relationships and maintain effective liaison with associates, municipal officials and contractors on all Bureau of Plant Engineering and Operation projects.
- Ability to give talks before professional, civic, business and other groups concerning existing and proposed Department of Transportation facilities.
- Ability to prepare proper correspondence and technical and statistical reports in the course of official duties.
- Ability to supervise the establishment and maintenance of essential records and files.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
