Under direction of a supervisory official in the Department ofTransportation, supervises the work programs and staff of an engineering/engineering support unit within a construction and maintenance bureau or region; does related work as required.

Examples of work

Directs, supervises, plans, and organizes the work programs and staff of a unit. Develops, implements, and maintains all engineering activities associated with the Maintenance Management Information Systems Program, Pavement Management Program, Outdoor Advertising and Permits Programs, Maintenance Budget Administration, Maintenance Operations, Landscape and Materials Support Programs; Sign Fabrication and Overhead Sign Operations; provides materials specifications, materials contract preparations, bid analysis and recommendations: administers and monitors accounts of field operations; auditing operations and develops internal control systems for statewide maintenance operations. Develops and plans the specifications for roadway, bridge, and electrical engineering maintenance contracts. Plans private contract construction work for roadway resurfacing, bridge rehabilitation and repairs, electrical repairs, installations, and engineering. Maintains state institutional roads and railroad rights-of-way acquired by the state. Maintains a quality assurance program to ensure work is performed in compliance with plans and specifications, manages the central Electrical Controller Experimental and Testing Laboratory. Provides quality assurance and construction engineering audit functions associated with the Construction Certification Acceptance Program. Provides specialized construction engineering and technical training to support construction field operations. Conducts construction reviews, as built reviews, in-depth inspections and office reviews; develops and manages the Construction and Materials Manpower Management Systems. Identifies and recommends consultants for construction engineering and inspection services; provides adjudication support for tort claims and construction claims. Prepares final payment waivers and provides project closeout support to the division. Provides environmental engineering, testing, and support services department wide; provides quality assurance, monitors, counsels and tests to ensure compliance with construction contract specifications and applicable federal, state, and local requirements. Develops, implements, and maintains resource information services and programs such as National Library of Medicine's Chemical and Toxicological Retrieval System (MEDLARS), Hazardous/Toxic Materials, Emergency Response, and Right-to-Know. Provides engineering analysis and support of the Departmental Construction Contractor's Prequalification System; approves sublet requests; provides special engineering support; provides. a Division Safety Officer; coordinates safety training programs, training development, scheduling, and videotaping; develops and maintains the Division Training Library; administers the annual Seasonal Assignments program in Construction, and Maintenance. Provides materials related to engineering, inspection, testing,: and reporting services in support of field operations including materials acceptance and independent assurance sampling and testing programs, special products evaluation program, asphalt/portland cement batch plant inspection and approval program, central laboratory materials testing operations, inspection of materials at source location, non-destructive testing operations, coring operations Federal Highway Authority (FHWA) Materials Acceptance Certification, American Association of State Highway and Transportation Officials (AASHTO), Materials Reference Laboratory/Cement and Concrete Reference Laboratory (AMRL/CCRL) Inspection and Reference Sample Program and Technician Certification Program. Provides the engineering, specifications, inspection, testing, servicing, and maintenance of an automotive, road construction equipment fleet required for department operations; manages the statewide mobile radio communications system, central repair facility, coordination of the statewide fleet management and repair program, and related programs. Manages the construction programs associated with mass transportation such as the electrification and/or reelectrification of commuter railroads; manages contracts related to bridges, buildings, signals and traction power systems; oversees the Manpower Management Systems for force account work; oversees consultants hired as Railroad Construction managers and/or to investigate and prepare expert reports on contractual liability claims. Manages a group of major construction projects in a region and supervises the work of department and consultant resident engineers and staffs on construction projects. Manages all field maintenance activities for roads, bridges, landscape, signs and lines, and equipment in a region including permits, encroaching signs, rest areas, repair of state-owned portions of railroad rights of way, drainage, and regional garages and stockrooms. Manages all field materials testing and quality assurance programs for construction projects and maintenance activities within a region including the inspection, sampling, and/or field-testing of bituminous concrete, portland cement concrete, soil aggregates and other materials used in construction and maintenance projects. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Supervises the establishment and maintenance of essential .records and flies. Organizes assigned technical, engineering, and supervisory work. Supervises appropriate work schedules and develops effective work methods for all assigned personnel. Prepares the annual budget request, including a written justification for each item. Recommends the purchase of equipment and supplies for use by a bureau or region. Studies, analyzes, and proposes new legislation relevant to the Department of Transportation and its responsibilities. Ensures proper technical and administrative coordination between the investigative, engineering, and functional activities of a bureau with the regional offices and with the construction, maintenance, materials, design, and research functions. Confers with prospective bidders, suppliers, and-contractors, supervises the administration of contracts, including inspection: and final acceptance. Manages the development of engineering plans and specifications. Resolves conflicts between state and federal procedures when no precedent for such resolution has been established. Makes engineering determinations that take into account the details of diversified factors, which include social, economic, safety, and environmental considerations. Prepares correspondence in the course of official duties. Prepares engineering, statistical, and other reports containing findings, conclusions, and recommendations. Establishes and maintains a cooperative working relationship/or technical liaison with other state departments, public agencies, local government officials, representatives of public utilities, and the U.S. Department of Transportation. Prepares and promulgates policies and procedures, operations bulletins, manuals, official department standards, guides, instructions, and directives. Initiates recommendations for personnel actions, including employments, promotions, reclassifications, job specifications, new positions, and disciplinary action; serves as the management representative in grievance and disciplinary matters at department and administrative law hearings. Makes presentations at conferences and seminars and serves as the department representative on national and/or interagency committees. Testifies as a witness in conjunction with area of expertise. Supervises the maintenance of necessary records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college with a Bachelor's degree in Engineering. An Associate's degree in Engineering or Engineering Technology. OR Completion of forty-five (45) semester hour credits of specialized college level/non-remedial engineering education from an accredited college in an engineering or engineering technology program. Acceptable specialized education must include a minimum of 24 credits in Engineering/Engineering Science and a minimum of 21 credits in general science and a higher level math course. Information regarding acceptable courses may be obtained from DOT/Human Resources. You must attach a copy of your transcript(s) to your application. Foreign degree/transcripts must be evaluated by a recognized evaluation service. Failure to do so will result in rejection from the examination process. AND Three and one half (3 ½) years of full time experience in engineering work. Applicants who have more than the required forty-five (45) engineering related credits may substitute additional credits for the required experience on a pro-rated basis, thirty (30) credits equaling one (1) year of experience, up to a maximum of two and one half (2 ½) years. Experience

Five (5) years of engineering experience in a phase of a highway engineering program (i.g., Materials, Equipment, Maintenance, Construction), including two (2) years-in a supervisory capacity.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the principles and practices of the highway construction, maintenance, materials, or equipment engineering, of construction contracts, of consultant contracts, specifications and plans., of labor materials costs, and of laws, codes, and policies. Knowledge of the rules, procedures, and regulations of FHWA relating to the provision of Federal Aid for highway construction projects and plans. Knowledge of the procedures and methods used in completing construction and maintenance projects and programs of the Department of Transportation after a period of training. Knowledge of social, economic, environmental and safety engineering considerations. Knowledge of the standards, policies, procedures, physical layout, regulations and functions of the Department of Transportation after a period of training. Knowledge of computers and their applications. Ability to interpret meteorological data so that sound decisions can be made regarding deployment of resources after a period of training. Ability to motivate and develop subordinate personnel by giving appropriate assignments, instruction, and supervision. Ability to prepare and justify an itemized annual budget. Ability to establish appropriate work schedules and to develop effective work measures. Ability to Comprehend, analyze, and interpret and apply the standards, policies, procedures, physical layout, regulations, and functions of the department and apply them to specific public transportation facility construction problems and projects. Ability to prepare correspondence in the course of official duties. Ability to prepare clear, technically sound, accurate, and comprehensive engineering and other reports containing findings, conclusions, and recommendations. Ability to supervise the establishment and maintenance of essential records and files. Ability to formulate policies and programs for quality control of materials, equipment, and operations of an engineering unit. Ability to direct the development of an effective system of reporting-test data for the information and guidance of the using activities and to prepare official department guides, standards, instructions and directives. Ability to provide technical advice, assistance, and consultation. Ability to evaluate and resolve disciplinary problems and prepare quasi-legal presentations at department and Administrative Law hearings as a management representative. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
