Definition

Under direction of a Regional Design Engineer or other supervisory official, Department of Transportation, supervises the development and implementation of road and surface design work including airports, railroads, park and ride projects, stations, and other transportation projects; does other related duties.

Examples of work

Supervises and controls the planning, development, and implementation of road and surface design projects for an assigned region within the state. Supervises the work programs, staff, and activities of the engineering office in an assigned region of the state. Collaborates, with federal engineers, officials and engineers of political subdivisions, public utility companies, consultants, property owners, and others to coordinate the planning, design, and construction and surface design projects. Directs the preparation of study and design projects by design units; supervises the review of design projects. Analyzes design projects to determine conformance with engineering standards, economic considerations, and its effect on the local environment. Resolves problems which arise during the design process including implementation of design concepts, environmental impact, economic consideration, and other factors. Meets and confers with design units during of the design process. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Participates in community involvement meetings and public hearings for proposed state highway and/or surface design projects, improvement of highways or other transportation projects; presents and explains projects and replies to questions and comments regarding proposals. Considers transcripts and other comments when recommending a course of action. Resolves conflicts between competing factors in negotiation and advisory efforts. Resolves conflicts between state and federal procedures. Initiates and develops scopes of work, staffing, and cost factors for consultant, and develops cost sharing agreements. Develops legal contracts and negotiates acceptable fees or costs. Estimates the cost of project design. Applies department funding policies, budgetary constraints and federal funding categories and policies. Provides required data and justification for Federal Highway Administration or Urban Mass Transportation Administration participation. Initiates, evaluates, and processes plans for maintenance projects and changes of plan required during construction. Reviews engineering agreements for engineering services submitted by consulting engineering firms; prepares change orders when required. Determines responsibility for costs on joint venture projects. Conducts meetings with municipal and county officials regarding proposed design projects. Investigates, reviews, and prepares reports concerning complaints of property owners, public officials, and the traveling public. Coordinates the activities of the unit with those of other areas in the division. Prepares correspondence in the course of official duties. Maintains liaison and cooperative working relationships with the Federal Highway Administration and the Urban Mass Transportation Administration. Prepares technically sound, accurate, and informative engineering, statistical and other reports containing findings, conclusions, and recommendations. Supervises the maintenance of engineering records and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree in Engineering. An Associate's degree in Engineering or Engineering Technology. OR Completion of forty-five (45) semester hour credits of specialized college level/non-remedial engineering education from an accredited college in an engineering or engineering technology program. Acceptable specialized education must include a minimum of 24 credits in Engineering/Engineering Science and a minimum of 21 credits in general science and higher-level math course. Information regarding acceptable courses may be obtained from DOT/Human Resources. You must attach a copy of your transcript(s) to your application. Foreign degrees/transcripts must be evaluated by a recognized evaluation service. Failure to do so will result in rejection from the examination process. AND Three and one half (3 ½) years of full time experience in engineering related work. Applicants who have more than the required forty-five (45) engineering related credits may substitute additional credits for the required experience on a pro-rated basis, thirty (30) credits equaling one (1) year of experience, up to a maximum of two and one half (2 ½) years. Experience

Four (4) years of supervisory highway engineering experience including at least one (1) year in charge of a major phase of a surface design program.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the varied problems encountered in supervising the work of an engineering office involved in the planning and design of highway and other transportation projects, including airports and railroads. Knowledge of principles, and techniques of modern engineering Knowledge of supervisory principles and techniques. Knowledge of the factors to be considered in the planning, development and implementation of road and surface design projects. Knowledge of the techniques used to prepare surface design project construction and right-of-way plans. Ability to provide assignments and instructions to engineers and office personnel and to supervise the performance of their work. Ability to read, and interpret standards, regulations, policies, and specifications of the Department, and apply them to specific highway and surface design problems and projects. Ability to speak before professional, civic, business, and other groups concerning state transportation projects, and to participate in public hearings. Ability to coordinate the work of the unit with other departmental units and other government agencies. Ability to adapt engineering practices and techniques to the unique problems of the assigned area. Ability to identify and resolve engineering problems. Ability to establish and maintain cooperative relationships with associates, municipal officials, and those individuals, agencies, or others involved in transportation projects. Ability to prepare correspondence in the course of official duties. Ability to prepare and supervise the preparation of engineering and other detailed reports containing findings, conclusions, and formal recommendations. Ability to supervise the establishment and maintenance of essential records, plans, and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position.
