Definition

Under the close supervision of an Environmental Engineer 3 or 4, or other supervisory official in a State department, institution, agency, or local government agency, assists in performing professional engineering work including but not limited to water management, air pollution control/management, noise pollution control/management, coastal resource management, and hazardous/non-hazardous waste control/management; assists in the review of engineering plans and making determinations and/or recommendations on plans; assists in conducting field visits, inspections, and investigations/surveys; gathers data, and researches and analyzes information as it relates to environmental control work and/or the enforcement of environmental laws and/or regulations; works with Environmental Impact Statements; does other related duties as required.

Examples of work

Conducts engineering studies for proposed or completed projects. Provides interpretation of department rules, regulations, and policies within the scope of assigned activities. Prepares engineering data for the design used during and after construction of department projects. Uses, maintains, and repairs equipment used in studies. Reviews and interprets plans and specifications and participates in drafting specifications. Devises sampling plans using engineering procedures. Prepares and interprets computer data related to individual engineering projects. Assists in the development of and/or develops in-house engineering-oriented programming. Assists in the review of engineering plans. Assists in the development, review, and issuance of permits applicable to assigned section. Utilizes computer applications in engineering problem-solving. Collects data and prepares or participates in preparing reports on the findings of investigations, inspections, surveys, or tests. May prepare evidence for use in court actions and hearings and give testimony under oath. Maintains essential records, reports, and files. Prepares clear, technically sound, accurate, and factual engineering reports containing findings, conclusions, and recommendations. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree in Civil, Chemical, Mechanical, Environmental, Ocean, Coastal, Bio-Resource, Biomedical, Sanitary, Industrial, Agricultural, or Mining Engineering, or other field of engineering related to the environment. NOTE: An Engineer-In-Training (EIT) certification issued by the Division of Consumer Affairs, New Jersey Office of the Attorney General may be substituted for the above education requirement. Applicants must submit proof of the EIT certification and the Fundamentals of Engineering (FE) exam results. The area of discipline indicated on the FE exam results must be in Chemical, Civil, Environmental, Industrial & Systems, Mechanical, or other disciplines.

Experience

One (1) year of professional experience in environmental engineering work.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Knowledge of the practices and principles involved in the field of environmental engineering and the application of engineering principles to assess and mitigate the effect of various projects. Knowledge of the responsibilities, programs, standards, policies, and procedures of the department relating to environmental engineering. Knowledge of the methods and procedures of laboratory testing related to environmental engineering. Knowledge of the capabilities and applications of computers in engineering situations and projects. Knowledge of the methods and procedures used in obtaining samples, preparing them for testing, and ensuring proper degree of accuracy in conducting tests. Knowledge of the varied types, proper use, care, and maintenance of field and laboratory apparatus and equipment used in the testing of samples. Knowledge of the problems that arise when tests are made in the field. Ability to organize assigned field and office work and develop effective work methods. Ability to prepare clear, technically sound, accurate, and factual engineering reports containing findings, conclusions, and recommendations. Ability to follow complex oral and written instructions. Ability to maintain essential records, reports, and files. Ability to make required field surveys, studies, and investigations. Ability to establish and maintain cooperative working relationships with representatives of local, State, and federal government, civic and professional associations, and others interested in or concerned with the work of the program. Ability to read, interpret, and apply knowledge of state and federal laws related to environmental engineering, and the rules, regulations, and the codes of the Department of Environmental Protection relative to the program areas. Ability to adhere to established testing procedures and to use good judgment in making minor deviations when circumstances warrant. Ability to plan and undertake the collection and analysis of engineering data for computer processing and to read and interpret the results. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
