Definition

Under general supervision of a supervisory official in a state department, institution, agency, or local government agency, takes the lead or may supervise the performance of engineering work including but not limited to water management, air pollution control/management, coastal resource management, hazardous/non-hazardous waste control/management; reviews engineering plans, makes determinations and/or recommendations on plans; field visits, inspections, investigations/surveys; gathers data, researches and analyzes information as it relates to environmental control work; and/or the enforcement of environmental laws and/or regulations; works with Environmental Impact Statements; does related work as required.

Examples of work

• Organize assigned supervisory, engineering and technical work, and develop appropriate work methods and procedures.
• Assign, instruct, and may supervise the work performance of personnel engaged in ensuring environmental standards are being met.
• Participate in the coordination of environmental programs with various intra-departmental areas, other state departments, and federal transportation and environmental agencies.
• May analyze and interpret plans and environmental specifications, and review those produced by subordinate staff.
• Supervise and/or collect data.
• Supervise and/or review engineering plans.
• Direct new test methods to improve accuracy and efficiency by optimum utilization of scientific equipment and instruments.
• Participate in engineering related studies.
• Develop, review, and issue permits applicable to assigned element.
• May plan, organize and assign the work of an organizational unit and evaluate employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
• Draft correspondence in the course of official duties.
• May prepare evidence for use in court actions and hearings and give testimony under oath.
• Prepare and/or supervise the preparation of engineering and other related environmental reports of tests and analyses, containing findings, conclusions and recommendations.
• Supervise and/or maintain essential records and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college with a Bachelor's degree in Civil, Chemical, Mechanical, Environmental, Ocean, Coastal, Bio-Resource, Sanitary, Industrial, Agricultural or Mining Engineering, or other field of engineering related to the environment.

Experience

Three (3) years of professional experience in environmental engineering work.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Knowledge of practices and principles involved in the field of environmental engineering and the application of engineering principles to assess and mitigate the effect of various projects. Knowledge of the collection, tabulation, and presentation of engineering data and computations. Knowledge of the varied types and proper use and maintenance of field and laboratory apparatus and equipment testing of samples. Knowledge of the engineering methods and procedures for assessing the impact of various facilities. Knowledge of the methods and procedures used to obtain samples, prepare them for testing, and ensure the proper degree of accuracy in conducting tests. Ability to read, interpret and apply laws, rules and regulations relating to the work of the department. Ability to adhere to established testing procedures, to use good judgment in making minor deviations when circumstances warrant, and to devise new testing methods, procedures, and techniques when no standard method is available. Ability to assign, instruct, and/or supervise and evaluate the work of professional and technical engineering staff. Ability to supervise, and/or plan, and conduct field studies or other special investigations involving protection of the environment. Ability to analyze engineering problems, and perform complex and critical evaluations of engineering plans and specifications. Ability to establish and maintain cooperative working relationships with representatives of local, state, and federal government, civic and professional associations, and others interested in or concerned with the work of the program. Ability to read, interpret, and apply knowledge of laws and rules, regulations, and codes of the Department of Environmental Protection relative to the program areas. Ability to prepare correspondence in the course of official duties. Ability to prepare and/or supervise the preparation of technically sound, accurate, and informative reports containing findings, conclusions, and recommendations. Ability to maintain essential records, reports, and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position.
