Definition

Under direction of a supervisory official in a state department, agency, or local government agency, supervises professional or non-professional staff as assigned, engaged in the performance of engineering work; is responsible for directing the completion of complex engineering tasks relative to the program including but not limited to water management, air pollution control/management, noise pollution control/management, coastal resource management, hazardous/non-hazardous waste control/management; supervise the review of engineering plans; prepares evidence for legal purposes; serves as an agent of the court when so designated; and/or the enforcement of environmental laws and/or regulations; does related work as required.

Examples of work

• Compile and supervise the collection, tabulation, and analysis of various types of data.
• Plan and direct work of an interdisciplinary team in conducting field surveys, engineering, and design work.
• Supervise and coordinate onsite inspections of construction; maintains liaison with various contractors under contractual agreements.
• Review requests for state assistance from local and county governments for construction or reconstruction projects; confers with local officials to discuss plans, needs, and problems, and to propose solutions appropriate to such problems.
• Supervise the review and analysis of engineering construction applications for the utilization of state grants, leases, or licenses.
• Supervise the review of engineering plans.
• Utilize aerial photography and other records to assist department inspection and enforcement agencies.
• Direct compilation of all engineering data and requirements.
• Attend pretrial, settlement, and other conferences as scheduled by the courts.
• Assist at public hearings; review and present testimony.
• Review and submit comments and recommendations on proposed new legislation and/or amendments to existing legislation pertaining to the interest and jurisdiction of the various elements, bureaus, or offices within the department.
• Supervise the development, review, and issuance of permits applicable to assigned element.
• Conduct conferences with state, county, and local officials, representatives of the federal government, other states, private interests, and applicants on complaints, applications, and other pertinent matters.
• May assist in the development and drafting of statutes, rules, regulations and codes.
• Plan and supervise the testing process to determine the potential environment pollutants and evaluate the effectiveness of the pollution control devices.
• Plan and direct analysis of specifications.
• Oversee examination of plans, specifications, and reports relative to all environmental elements; supervise preparation of appropriate reports and recommendations.
• Supervise various special engineering projects including engineering studies, surveys, and other investigations.
• Prepare evidence for use in court actions and hearings and give testimony under oath.
• Supervise work operations and/or functional programs, and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
• Prepare and supervise preparation of engineering, inspection, and other reports containing findings, conclusions, and recommendations.
• Supervise the maintenance of records, reports, and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college with a Bachelor's degree in Civil, Chemical, Mechanical, Environmental, Ocean, Coastal, Bio-Resource, Sanitary, Industrial, Agricultural or Mining Engineering, or other field of engineering related to the environment.

Experience

Four (4) years of professional experience in environmental engineering work, one (1) year of which shall have included supervisory responsibilities including preparation of employee evaluations of staff involved in engineering work,.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Knowledge of practices and principles involved in the field of environmental engineering and the application of engineering principles to assess and mitigate the effect of various projects. Knowledge of methods and techniques involved in the examination of treated and untreated samples. Knowledge of sources, and effects of environmental pollutants, and of the related engineering principles. Knowledge of problems and techniques involved in control of industrial waste including chemical and other treatments designed to reduce pollutants. Knowledge of the chemical, mechanical, electrical, and electronic devices used in pollution control monitoring. Knowledge of procedures in Surveying and Title Work; and of legal phraseology and practices used in conveyance. Knowledge of supervisory methods and techniques. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to make critical examinations of plans, specifications, reports, and related data. Ability to read, interpret, and apply knowledge of laws and rules, regulations, and codes of the Department of Environmental Protection relative to the assigned program areas. Ability to plan and supervise collection of engineering data for inclusion in project studies and enforcement reports. Ability to supervise engineering analyses for all activities related to projects including their design and execution. Ability to prepare, supervise, and/or analyze topographic maps, profiles, plot plans, and other plans and to use such instruments to obtain data. Ability to supervise and participate in Surveying and Title Work. Ability to analyze engineering problems, and develop appropriate work programs and procedures for their solution. Ability to give testimony under oath and act as a witness for the state at hearings or in court. Ability to prepare and supervise preparation of engineering and reports containing findings, conclusions, and recommendations. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position.
