Definition

Under direction, is responsible for developing, promoting, and supervising effective and comprehensive recreational programs designed to meet the needs of the elderly; plans programs which bring about effective interaction within a community and promote beneficial community relations with regard to an understanding of the specialized recreational needs of senior citizens; does other related work as required.

Examples of work

Plans, directs and supervises recreational programs designed to meet the needs of the elderly. Oversees the implementation of program goals, policies, procedures and objectives. Compiles information of interest in the field of recreation, especially pertinent to the elderly. Collaborates with governmental, educational and community organizations to promote social, educational and recreational programs which would be appropriate and beneficial to the selected special interest groups. Develops program outlines on a long-term and/or short-term basis to best fit the complete needs of the elderly. Supervises the assessment of program needs. Supervises, trains, evaluates and advises assigned personnel, as well as volunteers. Oversees the operation of county and community sponsored recreational programs at centers and other facilities. Prepares budget estimates for assigned personnel and programs and keeps complete records of expenditures. Aids in recruiting personnel for individual programs. Provides for the complete use of county facilities for the elderly. Attends workshops, seminars and other meetings related to the field of recreation. Prepares reports on the planning and construction of new recreational facilities or renovating existing facilities to be used for recreation programs. Supervises the work operations and/or functional programs, evaluates employee performance and conduct, and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Oversees program evaluation and monitoring activities. Supervises the maintenance of essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording information systems used by the agency, office or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the methods and procedures used in planning, coordinating, monitoring, evaluating and implementing recreational programs designed to meet the needs of the elderly. Knowledge of the methods and problems involved in developing effective recreational programs for senior citizens. Knowledge of the methods used to collect and analyze data. Knowledge of supervisory methods and techniques. Ability to organize, develop and coordinate recreation programs. Ability to direct program activities and supervise staff. Ability to enlist the interest of concerned people and encourage their participation in organized programs to establish and maintain helpful and cooperative relationships with associates and the public. Ability to oversee the training of staff involved in recreational program activities. Ability to prepare clear, accurate and informative reports. Ability to supervise the establishment and maintenance of essential records and files. Ability to learn how to utilize various types of electronic and/or manual recording information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in planning, developing and supervising recreational programs designed to meet the needs of the elderly. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. OR Possession of Recreation Administrator license issued by the New Jersey Board of Recreation Examiners; and three (3) years of the above-mentioned professional experience. OR Possession of a Master's degree in Recreation, Physical Education, or Parks and Recreation Management from an accredited college or university, and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
