Definition

Under direction, supervises and performs the work involved in the vocational rehabilitation of the physically or mentally handicapped and/or injured persons; does other related duties.

Examples of work

Supervises staff providing vocational rehabilitation to handicapped individuals. Provides assignments and instructions to individuals and supervises their work. Assembles and maintains information of other agencies and programs providing services to handicapped individuals, provides referrals. Assesses vocational or occupational interests of handicapped individuals. Interviews handicapped individuals to obtain information regarding their medical history, work experience, education, interests and capabilities. Evaluates capabilities and develops plans for rehabilitation; identifies dysfunction. Counsels handicapped individuals to develop viable vocational goals. Provides vocational information, guidance and counseling to individuals. Speaks with prospective employers to discuss employment opportunities for handicapped persons. May refer individuals of additional evaluation as required. Establishes and maintains cooperative working relationships with organizations and agencies whose functions or services interact with those needed by the client. Prepares reports and correspondence. Establishes and maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the psychological, economic, vocational, employment, and other problems of handicapped individuals. Knowledge of the vocational possibilities, potential and limitations of the handicapped individuals. Knowledge of the techniques used to evaluate occupational skills and abilities. Knowledge of counseling techniques. Ability to identify dysfunctions, evaluates capabilities and develop plans for rehabilitation. Ability to assess the occupational and vocational interests of handicapped individuals. Ability to conduct interviews, evaluate information, and provide guidance to individuals. Ability to prepare reports and correspondence. Ability to counsel individuals to develop viable vocational skills. Ability to establish and maintain records and files. Ability to provide assignments and instructions to staff and supervise their performance. Ability to establish and maintain cooperative working relationships with organizations and agencies providing other needed services. Ability to read, interpret and apply laws, rules and regulations. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in vocational rehabilitation counseling or guidance, including or supplemented by thirty (30) semester hour credits in Vocational Counseling, Rehabilitation Counseling,Psychology, Sociology, Social Work, Guidance, Special Education, or related areas OR Possession of a bachelor's degree from an accredited college or university, including or supplemented by thirty (30) semester hour credits in Vocational Counseling, Rehabilitation Counseling, Psychology, Sociology, Social Work, Guidance, Special Education, or related areas; and three (3) years of the above-mentioned professional experience. OR Possession of a Master's degree in Vocational/Rehabilitation Counseling, Psychology, Sociology, Social Work, or related area; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
