Definition
Under the direction of a supervisory official in a state department, institution or agency, supervises the work program and staff of a design team in the design unit; does other related work.
Examples of work
- Plans, organizes, and assigns work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, demoting, and disciplining of subordinates.
- Supervises the work of laying out and designing bridges and other structures and in estimating the cost of proposed construction work.
- Supervises field investigations of existing highway, railroad bridge rehabilitation, railroad electrification, substations, station building rehabilitation and station platform rehabilitation.
- Checks the work of engineering and design staff to see that proper procedures are followed and standards of quality and output are maintained.
- Initiates project programming.
- Initiates and monitors consultant, county, agency, and departmental agreements.
- Collects and correlates information pertaining to basic design of structures; prepares preliminary and comparative structural designs for proposed bridges and structures from general data.
- Assembles and supervises the collection of data required to prepare estimates of quantities of contract items needed for construction.
- Conducts engineering determinations based on social, economic, safety, environmental and other factors.
- Checks designs, plans, and drawings submitted by other designers and contractors.
- Investigates special bridge design and construction problems.
- Examines the load capacity of existing bridges.
- Resolves conflicts between competing needs in negotiation and advisory efforts with new or expanded State and Federal agencies, municipalities and the public.
- Resolves conflicts between State and Federal procedures, where no precedent for such resolution has been established.
- Directs railroad-related consulting engineering companies to conform to Department requirements.
- Prepares engineering reports.
- Maintains records and files.
- May be required to learn various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in Structural or Civil Engineering.
Experience
Four (4) years of experience in structural design and/or construction, which shall have included one (1) year of supervisory experience in the laying out and design of highway bridges of varied types.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle rather than employee mobility is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the methods and techniques used in collecting and correlating information related to basic structural design of bridges and preparing preliminary and comparative designs from engineering data.
- Knowledge of the procedures and problems involved in laying out and designing major and minor bridge projects and other structures.
- Knowledge of social, economic, environmental and safety engineering considerations.
- Knowledge of the methods used to calculate cost and quantities.
- Knowledge of the capabilities and applications of computers in engineering situations and projects.
- Ability to assign, instruct and supervise the work of drafters and designers.
- Ability to perform and supervise complex mathematical calculations.
- Ability to prepare designers' drawings, check bridge plans and contract and shop drawings.
- Ability to review the work of associates, contractors, consultants, and other submitting agencies.
- Ability to organize assigned work, analyze structural bridge design problems and develop appropriate work methods.
- Ability to analyze, interpret and appraise the engineering principles, data and problems involved in laying out and preparing structural designs for all types of bridge structures.
- Ability to perform complex structural designing assignments.
- Ability to establish and maintain cooperative work relationships with coworkers and others involved in the work of the unit.
- Ability to read and interpret laws, rules and regulations and apply them to specific situations.
- Ability to prepares technical correspondence.
- Ability to prepare engineering and other technical reports on bridge construction matters.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

A Bachelor of Science degree in Engineering Technology (BSET) in a field related to civil engineering from an accredited college having a curriculum approved by the Accreditation Board of Engineering Technology (ABET) meets the above education requirement.
Possession of a valid license as a Professional Engineer issued by the State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.
A Master's degree in structural or civil engineering may be substituted for one (1) year of non-supervisory experience.
