Definition
Under the general direction of a supervisory official in the Department of Transportation, supervises assigned staff, organize and develops programs for landscape design and construction support operations; does other related duties.
Examples of work
- Supervises unit personnel responsible for the design and construction support function of the unit. Reviews and approves work assignments. Evaluates performance of and recommends training for unit personnel.
- Assigns work to staff to carry our unit and department work programs. Priorities and organizes work to accomplish department and unit objectives in an efficient and orderly progression. Reviews, evaluates and gives direction to staff during the project development and implementation phases.
- Supervises the review of contract plans and specification for landscape work. Evaluates plan and specification development and recommends changes in procedures and documents on a continuing basis to the Manager, Landscape and Urban Design Unit.
- Coordinates the unit's efforts with appropriate departmental staff and consultants working for the department.
- Makes recommendation to the Manager on staffing and budget needs. Recommends landscape acceptance of the construction projects. Participates actively with the Manager during interviews of prospective employees, grievance proceedings and disciplinary actions. In the absence of the Manager, assumes responsibility for the unit.
- Supervises the maintenance of records and fields for Unit related department projects. Supervise and/or prepares data required for budget preparation, unit progress reports, and man-hour reports.
- Prepares unit reports for department and public presentations which may include verbal presentations within the department or to other governmental agencies, and the public.
- Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Maintains landscape construction cost records and data.
- Prepares clear, sound, accurate and informative statistical, financial, engineering and other reports containing findings, conclusions, and recommendations.
- Resolves conflicts between State and federal procedures, where usually no precedent for such resolution has been established.
- Makes engineering determinations that take into account the details of diversified factors of consideration which shall include social, economic safety and environmental aspects.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related unit.
Education
Graduation from an accredited college or university with a bachelor's degree in a program of landscape architecture.
Experience
Four (4) years of experience in professional landscape architectural work, including landscape design, architectural construction detail work, the preparation and review of grading and planting plans, the preparation of specification and cost estimates, and landscape construction work, which have included one (1) year of supervisory experience.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGES AND ABILITIES
Knowledge of the principles, procedures and techniques involved in design and preparation of complex landscape architectural and/or engineering construction plans, wetlands design and construction, architectural studies and details for picnic and recreational areas, and signs and guide rails suitable for recreational and highway use.
Knowledge of standards, policies, procedures, physical layout, regulations, functions of the department and their relationship to the activities of the Landscape and Urban Design Unit following a period of training.
Knowledge of the preparation, format, writing and interpretation of landscape related specifications.
Knowledge of the principles of landscape architectural design and construction.
Knowledge of of department and unit construction details practices and maintenance procedures following a period of training.
Ability to organized assigned technical and supervisory landscape engineering and architectural work and develop effective work methods in accordance with established department standards.
Ability to comply with unit, departmental and Federal Highway Administration procedures and standards necessary to develop acceptable contract documents, and implement plans during the construction of a project.
Ability to translate policies of the unit and the department into the design and construction process. Ability to supervise the work operations and/or functional programs and assume responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
Ability to supervise the preparation of detail contour grading plans and cross sections, planting plans, architectural studies and details for picnic and recreational areas, signs and guide rails appropriate for park and highway use.
Ability to supervise the preparation of specifications, plans and cost estimates of all types of landscape work.
Ability to supervise the coordination of landscape design work and construction with department and consulting engineers.
Ability to supervise the review and checking of contract specifications for all landscape construction prepared by department and/or consulting engineers..
Ability to supervise the review and checking of all as-built quantities and plans for completed State highway contracts and landscape contracts.
Ability to perform physical inspections of projects to prepare final acceptance of work completed.
Ability to communicate clearly with department staff and the public, on landscape architectural plans, concepts and details.
Ability to work effectively with unit and department staff, as well as members of the public.
Ability to write accurate, concise letters and reports.
Ability to maintain essential records and files.
Ability to learn to utilize various types of electronic and manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, or communicate in English sufficient to perform the duties of the position. American Sign language or Braille may also be considered as acceptable forms of communication.
