Definition
Under the direction of a division direction with the Department of Transportation, has charge of the work programs and staff of the Bureau of Inspection and Aircraft Operations; does other related duties as required.
Examples of work
Plans, organizes and directs the programs of the Airport Standards Inspection and Enforcement Section or the Aircraft Operations and Emergency Plan Section. Directs the inspection of aircraft, airports, landing fields, landing strips, heliports, fixed base operators, sport parachuting centers, aerial exhibitions, private aviation facilities and other avigational and aeronautical facilities to ensure compliance with aeronautical laws, rules and regulations. Confers, advises and cooperates with representatives of the National Transportation Safety Board, the Federal Aviation Administration and other federal agencies regarding aeronautical development and aircraft accident investigation. Confers, advises, and cooperates with the representatives the Division of State Police and various state agencies and other individuals and organization to develop air commerce with air facilities. Directs the operation and control of Department of Transportation aircraft. Supervises the establishment, testing and maintenance of the State and Region Defense Airlift Plan. Develops policies and procedures for the inspection of airports, landing fields, landing strips, heliports, fixed base operators, sport parachuting centers and other avigational facilities. Develops plans and procedures for the investigation and necessary enforcement of alleged violations of the State Aeronautical Laws, Orders, rules and regulations concerning the operation of aircraft. Assists in the preparation of the division budget. Directs the establishment and maintenance of the essential bureau records and files. Prepares clear, technically sound accurate, statistical and factual reports containing findings, conclusions and recommendations. Coordinates and cooperates with the Bureau of Aviation in the development of procedures and polices for the investigation of aircraft accidents. Directs and supervises training programs for the bureau's technical personnel. Coordinates and cooperates with applicable Department of Transportation employees in developing standards and criteria relevant to the size, design, surface, making, maintenance repair and management of avigational facilities. Conducts public hearings on aeronautical matters. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
License
Appointee will be required to have possessed a civilian commercial pilot's license for five (5) years and/or have a rating of military first pilot from the armed forces of the United States. Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the standards, policies, procedures, and regulations of the division, following a period of training. Knowledge of the federal and State government laws and regulations concerning aviation. Knowledge of the operation of aircraft, and of the physical layout of airports, landing fields, heliports and fixed based operators. Knowledge of the procedures involved in the inspection of aircraft and airport facilities. Knowledge of the techniques involved in the enforcement of federal and state laws and regulations involving flight rules, safety and licensing requirements. Ability to plan, organize and direct the work involved in the inspection of aircraft and avigational facilities and the investigation and prosecution of violations of State laws, orders, rules and regulations. Ability to provide technical advice and assistance concerning the license classification and inspection, inspection and safety requirements of airports, landing fields, landing strips, fixed base operator, heliports, and sport parachuting centers. Ability to organize and direct the inspection and enforcement work contingent upon the provision of Title 6 Aviation, of the Revised Statutes of the State of New Jersey as amended and supplemented. Ability to learn how to utilize various types of electronic and manual recording and nformation systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficient to perform the duties of the position. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional supervisory experience in the inspection of aviation facilities and the investigation and enforcement of alleged violations of laws, orders, rules and regulations concerning aeronautics and a minimum of 1000 hours of flying time as a first pilot. OR: Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
