Definition
Under direction of a Principal Engineer, Planning (Aeronautics) or other supervisor in the Department of Transportation, compiles, analyzes, and interprets transportation planning data, and reports specific results with recommendations to superior officials; does related work as required.
Examples of work
- Reviews engineering plans, specifications, and layout plans submitted to the department or division which pertain to aviation.
- Reviews the content and substance of engineering-related documents, plans, and data produced within the department that relate to aeronautics so as to maintain high standards for division engineering work.
- Assists in the screening of airport aid projects and provides screening in the maintenance of good engineering practice in the improvement of aeronautical facilities.
- Maintains technical liaison with public and private airport operators and with related professional associations.
- Assists in the planning of an adequate system of airports to satisfy the needs of the state.
- Provides coordination of airport development with other planning being done by state, county, and urban agencies in transportation, land use, economic development, and resource use.
- Conducts studies to minimize airport-related environmental problems such as noise, zoning, and land use.
- Compiles, analyzes, and interprets transportation planning data, and reports specific results to superior officials.
- Prepares engineering and transportation planning reports of analyses of planning data with specific projects and recommendations for the implementation of alternative planning action.
- Assists in the development of methodology for the accumulation and analysis of basic transportation planning data.
- Reviews the work of professional and technical employees.
- Assists at public hearings.
- Prepares routine statistical and other transportation planning reports using prescribed methods.
- Maintains essential records and files.
- Prepares and interprets computer data related to individual engineering projects. Assists in the development of and/or develops inhouse engineering oriented programming.
- Utilizes computer applications in engineering problem-solving.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in Engineering.
Experience
Two (2) years of experience in aeronautical engineering and/or planning work which shall have included the planning, design, or construction of air transportation facilities.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation ofa vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the conduct of surveys, traffic counting, and loadometer studies for use in transportation planning.
- Knowledge of the capabilities and applications of computers in engineering situations and projects.
- Knowledge of route location survey procedures.
- Knowledge of the use of unit cost data in the preparation of cost estimates in the development of feasibility reports in connection with transportation planning.
- Ability to utilize modern statistical theory, procedures, and techniques in furtherance of a transportation planning program.
- Ability to review engineering plans and specifications pertaining to aviation. Ability to organize assigned work, analyze transportation planning data for use in preparing master plans, and develop appropriate work methods.
- Ability to understand and apply appropriate New Jersey aeronautical statutes and Federal Air Regulations.
- Ability to coordinate airport development with county and local urban agencies, particularly in the fields of transportation, land use, economic development, and resource use.
- Ability to evaluate the compatibility of the state airport system with the content, format, standards, and criteria of the National Airport Plan.
- Ability to analyze technical developments in the field of aviation and evaluate their effect on industry in New Jersey.
- Ability to assemble and summarize collected data for regional and statewide aviation transportation studies and prepare comprehensive reports including the assignment of trip data to proposed facilities.
- Ability to give appropriate assignments and instructions to technical and other employees and supervise the performance of their work.
- Ability to plan and undertake the collection and analysis of engineering data for computer processing and to read and interpret the results.
- Ability to supervise drafting and mapping assignments pertaining to planning.
- Ability to perform statistical work of moderate complexity.
- Ability to prepare accurate, technically sound, and comprehensive statistical and other related reports.
- Ability to maintain essential records and files.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

- Employees hired by the Department of Transportation on or before July 1, 1999, who do not possess the Bachelor's degree listed above, may substitute education and experience as indicated below to meet the education requirements:
- EDUCATION:
- An Associate's degree in Engineering or Engineering Technology.
- OR
- Completion of forty-five (45) semester hour credits of specialized college level/non-remedial engineering education from an accredited college in an engineering or engineering technology program. Acceptable specialized education must include a minimum of 24 credits in Engineering/Engineering Science and a minimum of 21 credits in general science and higher-level math courses. Information regarding acceptable courses may be obtained from DOT/Human Resources.
- You must attach a copy of your transcript(s) to your application. Foreign degrees/transcripts must be evaluated by a recognized evaluation service. Failure to do so will result in rejection from the examination process.
- AND
- Three and one half (3 ') years of full time experience in engineering related work.
- Applicants who have more than the required forty-five (45) engineering related credits may substitute additional credits for the required experience on a pro-rated basis, thirty (30) credits equaling one (1) year of experience, up to a maximum of two and one half (2 1/2) years.

A Bachelor of Science degree in Engineering Technology (BSET) in a field related to civil engineering from an accredited college having a curriculum approved by the Accreditation Board of Engineering Technology (ABET) meets the above education requirements.
Possession of a valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.
A Master's degree in Transportation Planning or Engineering may be substituted for one (1) year of the required experience.
