Examples of work
- Acts as chief administrative officer of the Division and provides advice to the Governor and the Attorney General in all matters relating to the interests of the consumer in sales of goods and services as to quality, quantity and safety as well as the examination and licensing of professional applicants.
- Directs Division technical and clerical staff in the four areas of concern, including Consumer Protection, Weights and Measures functions, the Bureau of Securities, twenty Professional Licensing Boards the Legalized Games of Chance Control Commission and the Office of the State Athletic Commissioner.
- Directs the work programs and staff of the Administrative Unit, including the collection of all fees and disbursement of all Division budgeted funds and the management of each of the eighteen separate budgets of the Professional Licensing Boards.
- Directs the work programs and staff of the Investigations and Training Unit, including the training of Investigators in the Consumer Protection function Investigators and Inspectors from the Professional Boards and special Investigators for prosecutions; is responsible for the training of Consumer Affairs Local Assistance Officers at the municipal level and volunteer consumer workers; and directs the undercover work and surveillance in conjunction with the Division of the State Police, the Criminal Justice Division and the Division of Alcoholic Beverage Control.
- Directs, through an Assistant Director, the work programs and staff of the Consumer Education and Public Information Unit which is charged with the responsibility of innovating, preparing and implementing programs of consumer education designed to alert the consumer to problems and danger of fraud, misrepresentation, unconscionable business practices and unsafe products, to supervise contractually ghetto area programs in conjunction with Model Cities developments and other governmental agencies; oversees the preparation of flyers, pamphlets, radio and television releases and newspaper information for distribution to the public, the media and to interested governmental and private agencies; and provides assistance in the preparation of applications for Federal funds for the implementation of consumer education programs.
- Directs the coordination of the Local and Federal Programs Unit, supervised by an Assistant Director, who is charged with the responsibility of coordinating the activities of the Division with the President's Adviser on Community Affairs; the Federal Departments of Health, Education and Welfare and Agriculture; with all State departments which deal collaterally with consumer protection; with the efforts of all county and municipal government in the consumer protection field, including the establishment and direction of Consumer Affairs Local Assistance Officers in each of the State's municipalities; and with industry oriented organizations such as the Better Business Bureau, the Farm Bureau, the New Jersey Food Council and other groups.
- Acts as spokesman on behalf of the Governor and the Attorney General for the consumer.
- Plans and directs the operations of all of the above staff units as well as the operations of the Superintendent of Weights and Measures, the Chief, Bureau of Securities, the Fraud Section and the functions of each of the eighteen Professional Boards.
- Counsels Deputy Attorney Generals assigned to the Division and establishes programs for prosecution in the Courts and through Administrative Hearings.
- Promulgates rules for the protection of the consumer and directs the enforcement of such rules and all applicable statutes as the principal enforcing officer in the area of consumer frauds and cheats.
- Coordinates all Division activities with other governmental or private agencies.
- Sits as Hearing Officer in formal and informal hearings and levies penalties against violators in all consumer fields.
- Prepares correspondence in the course of official duties.
- Prepares clear, technically sound, accurate and informative statistical, legal, progress and other reports containing findings, conclusions and recommendations.

- EDUCATION</b>
- Graduation from an accredited college with a Bachelor's degree.
Experience
Seven years of high level administrative experience which shall have involved both private and governmental experience.
Knowledge, skills and abilities
- Thorough knowledge of State and Federal laws and regulations applicable in the fields of consumer protection and securities.
- Thorough knowledge of the problems affecting consumers involving quality, quantity and fraudulent practices.
- Thorough knowledge of the statutory examination and licensing requirements of each of the Professional Licensing Boards.
- Thorough knowledge of judicial procedures.
- Ability to comprehend, analyze and interpret laws and to develop policy, regulations and programs therefrom.
- Ability to assign, instruct and direct a large and varied staff.
- Ability to maintain effective working relationships with the Governor, Department heads in the State government and Division heads in the Department of Law and Public Safety and with representatives of other States and the Federal government.
- Ability to direct a Division of approximately 350 people.
- Ability to present speeches to groups of varied educational, ethnic and interest backgrounds on the subject of consumer protection.
