Definition
Under supervision of a Station Commander or Regional Supervisor of Facilities (Special Staff Officer 1) at a National Guard facility, supervises personnel engaged in janitorial maintenance, repair, and security work; ensures proper utilization of the installation; performs all basic armorer duties; does other related duties as required.
Examples of work
Serves as Installation Manager for a National Guard facility. Prepares requisitions for logistical supplies for the operation, maintenance, and repair of the facility. May assist the Station Commander in relation to the use of the facility for units assigned. Corrects all situations/circumstances which have or will lead to violations of security/safety standards as set forth in station regulations. Is accountable for all state property/equipment at the facility. Interviews and recommends personnel for employment. Assigns, manages, and trains subordinate armorers, building service workers, and building maintenance workers in the operation of fixed/mobile equipment, and in the proper performance of their duties. Maintains time and attendance reports. Maintains daily records of events/reports related to facility management and utilization. Develops and improves daily/weekly/monthly operating schedules/plans for the operation, maintenance, and repair of fixed/mobile facility equipment/systems and general facility upkeep. Maintains sufficient stock levels of supplies to meet demands of cleaning, maintenance, and repairs. Supervises work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Develops and improves safety standards for employees and facility utilization. Maintains current individual Black Seal License as Boiler Fireman for boiler operation and verifies subordinate armorers have valid Black Seal Licenses for boiler operation when on duty as armorer-in-charge. Maintains and ensures security of the installation during nonduty hours unless relieved of responsibility by a supervisor in writing. Develops work schedules for assigned staff consistent with National Guard training schedules and rental and emergency utilization of the facility to include working hours, leave, and time off. Schedules time off and annual leave for employees. Submits all requests for facility rentals, complete with proper documents as required by regulations, to the Station Commander for submission to the Department of Military Affairs for approval. Maintains current files of regulations/forms affecting armory utilization/operation/repair, armory employees, safety regulations, and required reports. Maintains records of all vendor services (refuse removal, pest extermination, fire extinguisher services, utility repair, and building repair services) and petty cash (check book) funds. Periodically (semiannually) reviews employees' performance and work standards and submits evaluation reports to the Regional Supervisor of the facility. Develops and updates daily/weekly/monthly/annual priority maintenance programs for facility utility systems (other circumstances or duty requests will remain secondary in nature to this program). Develops planned utilization of entire facility in coordination with the Station Commander and Regional Supervisor. Requests emergency and normal repair/maintenance support assistance from the appropriate sources through the Regional Supervisor. Prepares reports. Maintains files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Two (2) years of experience in the general care, maintenance, and repair of buildings and grounds.
License
Appointees must possess a current, valid Black Seal Boiler Operator License of the appropriate type (high or low pressure) issued by the New Jersey Department of Labor and Workforce Development. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of boilers, maintenance thereof, and appropriate repair and remedy. Knowledge of supervising procedures and methods of armory management procedures. Knowledge of maintenance of armories, heating systems, and minor plumbing/electrical repair. Knowledge of time and attendance reporting methods. Knowledge of the military chain of command after a period of training. Knowledge of procedures for material and supplies. Knowledge of department disciplinary procedures after a period of training. Knowledge of the staff organization of the New Jersey Department of Military Affairs after a period of training. Ability to project fuel reorder points. Ability to climb and work from ladders/scaffolds. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
