ADMINISTRATOR MARINE FISHERIES

Definition

Under the general guidance of the Director, Division of Fish (Game) and Wildlife, Department of Environmental Protection, administers and directs division's functions dealing with the marine fisheries resources and programs; does other related work.

Examples of work

• Provides administrative and executive direction to the Marine Fisheries programs of the Division, including organizational planning and development.
• Directs the preparation of systematic plans to expand existing functional services and develop new programs to meet the responsibilities of managing the marine fisheries resources, for commercial and recreational interest of the State.
• Represents the Department in the planning, development and implementation of programs designed to benefit the marine fisheries resources, including the development of individual management plans for each species of finfish and shellfish found predominantly in the territorial waters of New Jersey.
• Develops programs to assist the commercial and recreational finfisheries and shellfisheries resources in the economic expansion of their industries.
• Assists commercial fisheries in the development and expansion of new markets.
• Develops processing and marketing programs for use of under-exploited fisheries resources.
• Develops programs to involve public participation and interactions in commercial and recreational fisheries programs.
• Develops programs for acquisition, construction and development of fisheries facilities for recreational and commercial fisheries including dockage, boat ramps, piers, reefs, parking facilities, etc.
• Conducts research programs designed to monitor status of fisheries resources within territorial waters and to evaluate effects of environmental impacts on the resource.
• Represents the Commissioner and Director on commissions and at all meetings.
• Meets with the New Marine Fisheries Council and other state, interstate and national councils as required.
• Exercises policy-level direction over all marine fisheries programs; keeps the Director appraised of current events in the field of marine fisheries management. Obtains, prepares and evaluates information from both state and national levels for general and specific developments in the field of marine fishery management.
• Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
• Addresses public groups to explain the policies and programs of the Division's marine fisheries programs.
• Assists the Director by preparing and reviewing the marine fisheries budgets. Reviews budget requests submitted by line and staff management personnel; ensures all proposals are consistent with division's goals and objectives.
• May organize and supervise the administration of regional offices.
• Reviews staff proposals and provides recommendations to the Director and Commissioner for court prosecutions of violators against whom penalties have been assessed; provides recommendations for compromise penalties to settle claims out of court for violators in all areas of marine fisheries and environmental rules and regulations.
• Prepares and/or reviews reports containing findings, conclusions and recommendations relating to the marine fisheries programs.
• Directs the establishment and maintenance of records and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree in one of the Biological or Natural Resource Sciences or Natural Resource Management.

Experience

Seven (7) years of professional experience in marine fisheries and resource management, five (5) years of which shall have included supervisory responsibility.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of ecological principles.
• Knowledge of the marketing and economic development principles of commercial fisheries and shellfisheries.
• Knowledge of recreational fisheries programs and their usage by the general public.
• Knowledge of the methods used to plan and administer marine fisheries programs.
• Knowledge of the principles and objectives of resource conservation.
• Ability to interpret laws, rules and regulations relating to the protection and management of the State's marine fisheries resources and apply them to specific situations.
• Ability to develop and implement programs designed to enhance fisheries resources along with responsible programs for the utilization of these resources.
• Ability to develop optimum yield objectives for each species of finfish and shellfish.
• Ability to develop and draft regulations and legislation designed to properly manage marine fisheries resources.
• Ability to prepare and review reports for accuracy.
• Ability to direct and oversee the maintenance of records and files.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
