Definition
Under administrative direction of the Administrator, Regional Operations, Human Services, is responsible for some combination of: overall activities of district offices; day care centers operated by Human Services; adoption and foster home recruitment/placement; supervision of social service programs provided by the County Welfare Boards/Agencies; coordination of social services with other state, county, and private agencies in the geographic area served; and/or purchase of service contract negotiation, monitoring, and evaluation; does other related duties as required.

Supervises social service programs in the implementation of standards, polices, and procedures for district office, foster care and adoption, and County Welfare Board/Agency social service programs to include investigation, protective services, and counseling, information/referral to medical/health services, foster home findings, adoption home recruitment, therapy/professional counseling, drug programs, and homemaker services as well as supervision of foster care/residential placement services and other social service programs which may be implemented. Takes measures required to ensure that total division programs are carried out by field offices in conformity with program objectives, rules, and regulations. Directs the installation of approved new and/or revised program activities, operating procedures, and organization of district office, foster care and adoption, and County Welfare Board/Agency operations within the geographic region. Coordinates and directs work operations of units within the geographic region and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Directs and supervises the implementation of sound programmatic, administrative, and fiscal policies related to contract negotiation, and to monitoring/evaluating purchased services activities. Supervises staff engaged in monitoring/evaluating contracts negotiated in the assigned region. Directs staff in conducting surveys for evaluating potential public/private provider agencies, makes decisions concerning selection of agencies, and supervises development of new groups interested in and capable of sponsoring various social service programs. Takes measures required to ensure that total contracted services are carried out in conformity with statutory goals and program objectives, rules, and regulations. Directs the preparation of budgets for units within the geographic region, makes budget analysis and interpretations for submission to the Regional Administrator, makes presentations/recommendations to the Regional Administrator, and exercises control over expenditures in accord with established policies. Analyzes and assesses regional community service needs and directs coordination of regional activities with those of County Welfare Boards/Agencies and other community agencies/organizations to ensure continuity and effectiveness of programs/services. Assigns personnel to specific functions in accord with their classification and individual abilities, and effects reassignment of personnel within the region to ensure availability of necessary skills and resources. Designs and develops policies/procedures for social service programs within the geographic region, coordinates/supervises implementation to ensure compliance with governing directives, and makes recommendations to the Regional Administrator for development/implementation of policy and/or procedural changes. Directs the review/evaluation of the quality of services to ensure conformity with statutory goals, program objectives, and rules/regulations. Supervises analysis of work programs for various service components to determine effectiveness of operational procedures and efficiency of regional office functions; recommends development of improved and/or alternative methods; directs testing of procedures under a geographic or limited basis as may be appropriate; makes recommendations for such testing where implementation of procedures has not previously been accomplished and/or where specific procedural actions to be taken are not clear. Supervises work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Represents the division before various community action, civic, or professional groups having direct interest in or need for services available from the division. Prepares extensive correspondence in the course of official duties. Prepares and directs the preparation of reports. Supervises the establishment and maintenance of program records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of principles of administration and familiarity with varied problems involved in the planning and administrative aspects of social service delivery. Knowledge of current social, economic, and administrative problems and resources. Knowledge of budgeting practices and problems, personnel administration, and the techniques and theories relating to social services for children, families, and adults. Ability to read and understand federal/state laws, rules, regulations, policies, practices, and procedures pertaining to services and programs of Human Services and County Welfare Boards/Agencies. Ability to read and understand information on the internal organization, programs, policies, and procedures of Department of Human Services, and pertinent state/federal laws applicable to social service delivery programs. Ability to read and understand information on various agencies of New Jersey government which have responsibilities for certification of personnel and purchase or approval of rental space including the Department of Personnel and the Department of the Treasury. Ability to develop social service programs and working procedures. Ability to provide supervision/consultation to field supervisors and provide assistance when difficult and unusual problems arise. Ability to plan, organize, conduct, and participate in surveys, studies, and field investigations of varied types; and to prepare reports thereon. Ability to supervise, evaluate, and assign work to staff. Ability to prepare and supervise the preparation of clear, technically sound, accurate, and informative statistical, financial, and other reports containing findings, conclusions, and recommendations. Ability to supervise the establishment and maintenance of records and files. Ability to keep abreast of trends in management, revisions of law/regulations relative to social service and related programs, and with current literature on the broad aspects of administration. Ability to analyze, comprehend, interpret, and apply to specific situations the rules, regulations, and procedures of Human Services. Ability to review and analyze existing work procedures and recommend revisions to promote efficiency and effectiveness. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in the delivery of a variety of social service programs, two (2) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity . OR Possession of a master's degree in Social Work, Psychology, Public Administration, Guidance and Counseling, or other related area from an accredited college or university; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
