CHIEF OF FINANCIAL/OPERATIONAL AUDIT SECTION (&32)

Two audits, one section. A financial audit asks whether money was recorded and spent as reported. An operational audit asks whether the programme is doing what it was funded to do, which is the harder question and usually the more uncomfortable answer.
