Definition
Under the general supervision of a Parole Lieutenant or other supervisory officer in the New Jersey State Parole Board, assists in the administration of a district parole office serving as a casework supervisor or unit manager of a specialized center; does other related duties as required.
Examples of work
Exercises full police powers and acts as a peace officer at all times for the detection, apprehension, arrest, and conviction of offenders against the law. Carries a firearm and other appropriate restraint/defense equipment while performing duties; is responsible for the care, use, and security of the firearm and equipment. Assists the Parole Lieutenant in the assignment of investigations and in case supervision. Oversees the conduct of parole investigations and related criminal matters. Supervises and reviews cases with subordinate staff. Recommends changes in parolees' supervision status and recommends consideration for early discharge. Reviews violations of parole and develops appropriate courses of action, making recommendations regarding intrastate and interstate transfers of parolees. Interprets parole law, rules, and regulations of the various rehabilitative programs. In the absence of the Parole Lieutenant, assumes responsibility for the office. Supervises the community field operations, conducting onsite reviews of parole officer functions. Confers with judges, staff members of the community, and social service agencies. Evaluates training needs and recommends courses of training. Supervises the specialized centers. Assists in the collection of court-imposed revenue obligations and in administering the recordkeeping and maintenance activities as required. Prepares material for probable cause hearings; examines all material and discusses each case with the assigned Parole Officer. Supervises the preparation of all case movement material. Assists in the administration of Interstate Compacts on Probation and Parole for both juvenile and adult offenders. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and/or disciplining of subordinates. Composes correspondence dealing with parole matters. Prepares reports and supervises the maintenance of essential files. Assists the Parole Lieutenant in supervising residential units. May manage some part of grant programs. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree.
Experience
Three (3) years of experience in parole and/or probation work or in the conduct of investigations involving parole, criminal, or internal affairs matters.
License
Appointees must possess a driver's license valid in New Jersey.
Knowledge, skills and abilities
Knowledge of the interview techniques. Knowledge of the care, use, and security of firearms and other restraint/defense equipment. Knowledge of investigative techniques. Knowledge of current problems, objectives, and methods in parole work. Knowledge of the emotional, social, economic, and other problems of persons on parole. Knowledge of modern social casework and casework supervision. Knowledge of community resources useful in the rehabilitation of parolees. Ability to conduct and oversee the conduct of investigations. Ability to read, interpret, and apply the laws of New Jersey relevant to the care, treatment, and training of probationers, parolees, and inmates of penal and correctional institutions, and of court procedures in New Jersey. Ability to relay information on the laws, rules, and regulations relevant to parole to persons of varying ethnic backgrounds, and education and economic levels. Ability to establish and maintain cooperative working relationships with parolees, local officials, and others interested in or concerned with the rehabilitation of parolees. Ability to identify, develop, and utilize community resources for the rehabilitation of parolees. Ability to provide for the most effective adjustment of paroled persons to their individual communities. Ability to review and evaluate parole cases. Ability to supervise the preparation of reports and correspondence. Ability to compose detailed correspondence on parole matters as required. Ability to prepare formal recommendations for the District Supervisor and to act as a witness at hearings and in court. Ability to be proficient in the care, use, and security of firearms and other restraint/defense equipment. Ability to exercise full police powers and act as a peace officer at all times for the detection, apprehension, arrest, and conviction of offenders against the law. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicles they operate, rests with the Appointing Authority. SPECIAL REQUIREMENTS: Appointees to this position shall be required to qualify in the use of firearms on a semi-annual basis. Appointees must have satisfactorily completed a training course approved by the NJ Police Training Commission (PTC), which shall have included instruction in the proper use of firearms.
