Definition
Under the limited supervision of a supervisory official, in a state department, institution, or agency, performs complex professional work, which includes development, implementation, and maintenance of multi-network, multi-user Local Area Networks (LAN), Metropolitan Area Networks (MAN), Wide Area Networks (WAN), and/or Multi-Operating Systems and Distributed Computing and Computer Virtualization Platforms; maintains centralized, decentralized, and remote network services; maintains network and distributed compute platform security and data integrity; provides consultations and recommendations to infrastructure managers, as required, to troubleshoot and resolve network, compute, and compute virtualization infrastructure problems, monitor overall performance, and conduct upgrades as required; may be assigned to the administration of Storage Area Networks (SANs); does other related duties as required. Employees serving at this journey level perform network and compute administration tasks under limited supervision and proceed on their own initiative while complying with policies, practices, and procedures established by the supervisor. Incumbents perform work that is significantly varied and complex. Employees at this journey level receive limited, intermittent supervision with considerable latitude to apply judgment to daily problems and non-routine situations. It is reasonable to expect employees in this class to function at the peak of growth and development.
Examples of work
Participates in the development, implementation, and maintenance of a multi-network, multi-user, multi-compute, and multi-compute virtualization platform environment. Participates in network, compute, and storage infrastructure definition and analysis studies. Maintains availability of centralized, decentralized, remote network, compute, compute virtualization, and SAN storage services including, but not limited to, file service, printing, electronic mail, office applications, remote access, Internet connectivity, wireless connectivity, and mainframe gateway. Schedules and dispatches resources to track, troubleshoot, and correct network, compute, and SAN storage-related issues logged through lower-level IT employees and/or recorded through monitoring of the network. Plans and installs software updates and patches to network operating systems, middleware, server-based applications, and centralized services. Plans and installs hardware upgrades for network servers, gateways, and associated devices. Plans, configures, and troubleshoots networked devices including, but not limited to, servers, storage, printers, personal computers, facsimile, modems, plotters, scanners, and mobile devices. Plans, configures, and troubleshoots network client software installations and updates. Provides guidance to infrastructure managers/technicians on troubleshooting and resolving network, compute and storage problems, monitoring overall performance, and conducting upgrades as needed. Administers user access to network resources and adds, modifies, and deletes user accounts for file/print and remotely-accessed servers. Administers locally-hosted and commercially-hosted electronic mail gateways. Diagnoses and repairs or coordinates repair of network, server, and storage hardware. Monitors performance of servers and telecommunications devices (such as hubs, switches, and routers); takes appropriate action to tune and optimize such devices to maximize performance and throughput, and minimize downtime. Checks and responds appropriately to errors logged by the server and/or network devices. Maintains accurate and up-to-date documentation (manual or online log file) of all errors of high severity and action taken to correct the error. Monitors SAN storage/disk capacity and takes appropriate action to ensure adequate disk space is available to networked users, software applications, and attached devices. Develops, implements, and ensures adherence to system standards/procedures. Maintains the highest levels of network and compute platform security and data integrity, including antivirus countermeasures. Develops, tests, implements, and periodically updates a disaster recovery plan for the enterprise. Ensures daily or weekly and incremental or full backups are performed and verified and media is rotated offsite. Ensures clients can restore files from backup and/or archive. Provides technical support to end-users. Maintains knowledge of network, compute, virtualization and storage-related emerging technologies and evaluates vendor products for potential use within the agency. Coordinates with various NJ Office of Information Technology (NJOIT) infrastructure units and other government agencies to ensure optimal use of network topology, WAN, and wiring infrastructure. Participates in the capacity planning process to ensure timely and cost-effective advancement of the network. Prepares clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations. Prepares detailed correspondence. Maintains essential records, reports, and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of industry standard Network Operating Systems (NOS). Knowledge of server hardware and associated software. Knowledge of telecommunication components used to interconnect servers to communication devices and, ultimately, clients (PCs). Knowledge of countermeasures for dealing with network security and virus protection. Knowledge of techniques used to determine system capacity and cost effectiveness of system utilization. Ability to establish goals and set priorities. Ability to schedule and organize work activities. Ability to identify, troubleshoot, and resolve network-related issues. Ability to effectively interact with others and come to consensus on various issues. Ability to prepare clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations. Ability to prepare detailed correspondence. Ability to work independently or in a team environment. Ability to maintain essential records, reports, and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. When assigned to the administration of Storage Area Networks (SAN), employees at this level will be assigned the following: Works with assigned SAN technical support team and others involved in the work of the unit. Installs, configures, supports, and maintains SANs and associated components. Administers SANs, servers, and associated schedules; manages storage and related devices. Configures and administers data restore and disaster recovery. Responds to user requests for storage allocation. Prepares reports on storage administration best practices, new technologies, and recommended enhancements and configuration changes. Provides formal and informal storage administration training. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in the development, implementation, and maintenance of multi-network, multi-user Local Area Network (LAN), Metropolitan Area Network (MAN), Storage Area Networks (SAN), and/or Wide Area Network (WAN) environments, including or supplemented by a minimum of eighteen (18) semester hour credits in mathematics, computer science, information technology, and/or computer information systems. OR Possession of a bachelor's degree from an accredited college or university including or supplemented by a minimum of eighteen (18) semester hour credits in mathematics, computer science, information technology, and/or computer information systems; and four (4) years of the above-mentioned professional experience. Evidence of formal training in Computer Science or Information Technology received from or evaluated by an accredited institution of higher learning may be submitted with your application. Applicants must provide documentation from the accredited institution that clearly outlines the training course(s) that are acceptable and the corresponding number of credit hours for the training to be accepted. In-house courses (such as training provided on the job or through the appointing authoritywill not be accepted.
