Definition
Under the direction of a Supervisor of Enforcement or other supervisory official in the Department of Community Affairs, supervises the inspection staff involved in the enforcement of the provisions of the New Jersey Hotel and Multiple Dwelling Law and Regulations, either as part of a Code Enforcement team or in the State Local Cooperative Housing Inspection Program (SLCHIP); prepares and signs official performance evaluations for subordinate staff; does other related duties as required.
Examples of work
Supervises the work of inspections staff responsible for enforcing provisions of the Hotel and Multiple Dwelling Law and Regulations, which establish minimum standards of habitability and maintenance of existing hotels and multiple dwellings, or supervises staff involved in the implementation of SLCHIP. Develops and supervises the implementation of administrative and operational procedures for the timely cyclical inspection and re-inspection of hotels and multiple dwellings that are required by the Hotel and Multiple Dwelling Law and Regulations. Develops and supervises the implementation of procedures for special inspection requirements resulting from hearings or exception requests referred from the Code Administration or Compliance section. Develops and supervises the implementation of procedures to respond to complaints received from owners, tenants, or the public concerning existing violations in hotels or multiple dwellings. Develops and supervises the implementation of procedures to identify the need for and the process to obtain a search warrant. Develops and supervises the implementation of procedures and standards to conduct performance audits of inspections to ensure consistent application of the regulations. Ensures that available funds are allocated to municipalities participating in SLCHIP, in a fair and equitable manner to adequately reimburse them for their inspection/re-inspection activities. Evaluates code enforcement for administrative and operational policies and procedures to identify deficiencies and/or initiate improved operational methods. Develops, implements and maintains effective training programs to ensure the quality and integrity of inspections, re-inspections and related work conducted by local inspectors within SLCHIP. Monitors the volume of inspection activity. Coordinates special inspections to verify the existence of conditions under which evictions are permitted to effect abatement of violations of the Hotel and Multiple Dwelling Law and Regulations. Authorizes surveys, review of tax records, door to door canvassing and other techniques to discover the existence of unregistered buildings used as hotels or multiple dwellings in municipalities. Assigns inspections to provide information and technical assistance to owners of hotels and multiple dwellings on violations and abatement of violations. Keeps current with new developments in the technical equipment required to conduct inspections. Reviews imminent hazard situations identified by inspection staff and recommends issuance of Order to Vacate when appropriate. Conducts orientations and in-service training of inspectors to ensure all information required on hotels and multiple dwellings are legally sufficient to prosecute violators. Supervises the service of processes to ensure that services meet all legal requirements. Establishes and maintains cooperative working relationships with intra-departmental staff. Testifies at court proceedings or administrative hearings concerning violations, inspections, and inspection procedures. Prepares and/or supervises the preparation of reports. Reviews regulations and recommends changes, additions, or deletions. Supervises the work operations and responsible for recommending the hiring, firing, promoting, demoting, and/or disciplining of unit personnel. Supervises the maintenance of records and files and prepares correspondence. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Applicants must possess three (3) years of full-time experience in housing inspection, fire inspection, or building inspection.
License
Applicants must possess a valid Housing Code Official license issued by the New Jersey Department of Community Affairs. Applicants must possess a valid Inspector of Hotels and Multiple Dwellings license issued by the New Jersey Department of Community Affairs.
Knowledge, skills and abilities
Knowledge of the requirements for entry and inspection. Knowledge of the State Local Cooperative Housing Inspection Program. Knowledge of basic structural components of housing including soundness, state of repair, and safety of the dwellings. Knowledge of plumbing, electrical, heating systems, and related terminology. Knowledge of the methods used to conduct housing inspections. Knowledge of situations that require a search warrant and the methods used to obtain one. Knowledge of SLCHIP fees. Knowledge of situations that require relocation assistance. Knowledge of the operation and maintenance of smoke alarms and detectors. Knowledge of the tools and equipment used in a housing inspection. Knowledge of the methods used to adopt and amend codes, rules, and regulations. Knowledge of the information required to prepare cases for an administrative hearing or trial. Knowledge of the signs of infestation. Ability to interpret and apply the provisions of the Hotel and Multiple Dwelling Law and Rules and Regulations. Ability to interpret, apply and explain residential landlord/tenant laws. Ability to supervise assigned staff, plan, organize and implement projects within the unit. Ability to interpret and apply the Uniform Construction Code Act and Regulations and their relation to the Hotel and Multiple Dwelling Law and Regulations. Ability to provide guidance and instruction to inspectors. Ability to interpret and apply basic laws and regulations relating to hotel and multiple dwellings. Ability to identify existing and potential health and safety hazards. Ability to supervise the maintenance of records and files. Ability to develop, evaluate and revise housing inspection procedures. Ability to prepare or supervise the preparation of reports and correspondence. Ability to establish and maintain cooperative working relationships with those involved in the work of the unit. Ability to coordinate, conduct and supervise the conduct of housing inspections. Ability to act as a witness and provide testimony under oath in hearings and court proceedings. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
