Definition

Under the supervision of a Police Lieutenant or Captain, Palisades Interstate Park, during an assigned tour of duty, has charge of the police activities designed to provide assistance and protection for persons, to safeguard property, assure observance of the law and to apprehend lawbreakers; does related work as required.

Examples of work

• Visits and makes inspections of police beats.
• Notes and reports irregularities, dangerous conditions, accidents, fires, and other circumstances requiring prompt police or other action.
• Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
• Receives and investigates complaints and, where possible, takes the necessary corrective action and prepares reports thereon.
• Gives needed information and assistance to those requiring it.
• Notes conditions which are significant from a police point of view and takes appropriate action to insure that persons and property are safeguarded, that good order is maintained, and that Police
• Officers are doing their work properly.
• Sees that needed police protections is provided when large sums of money are in transit, when fires and other conditions occur which may result in disorder, and when large numbers of people congregate for any reason.
• When necessary, apprehends, warns, and/or takes into custody violators of the law.
• Gives testimony in court under oath.
• Prepares and directs the preparation of detailed police reports using an established format.
• Maintains essential police records, reports, and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Education

Graduation from high school or vocational school or possession of an approved high school equivalency certificate.

Experience

Three years of experience as a sworn Police Officer in a uniformed police department.

License

Appointees must possess a driver's license valid in New Jersey.

Knowledge, skills and abilities

• Wide knowledge of the proper police procedures to be used in dealing with people and safeguarding buildings and property.
• Wide knowledge of the problems involved in following prescribed procedures embodied in police rules and regulations.
• Considerable knowledge of maintaining order in the buildings and on the Park grounds and areas among visitors and in controlling and regulating vehicular traffic to assure safety, reasonably rapid movement to traffic, and minimum of interference.
• Considerable knowledge of the laws which are significant from the standpoint of the rules, regulations, policies, standards, internal organization, and operating procedures of the Palisades Park Police Department.
• Considerable knowledge of the local geography, traffic conditions, places of amusement, and other factors.
• Considerable knowledge of the procedures used in providing proper police protection for persons and property.
• Considerable knowledge of the means of keeping in communication with members of the Police Department both on and off duty.
• Considerable knowledge of the measures to be used in detecting, apprehending, and preparing proper charges against lawbreakers and of the procedures followed in providing proper police protection at places where people assemble in numbers, where traffic is heavy, and at other locations of potential danger.
• Ability to comprehend, analyze, interpret, and apply to specific situations, laws, local ordinances, and Palisades Interstate Park Commission Police rules and regulations.
• Ability to analyze and interpret laws, rules, regulations, standards, and procedures and apply them to specific cases and situations and to organize police work during an assigned tour of duty, analyze the problems that arise, and develop effective work methods and procedures.
• Ability to assign and instruct Police Officers, Palisades Interstate Park during all of part of the assigned tour of duty, provide them with advice and assistance when difficult and unusual situations arise and check their work to see that proper procedures are followed, that reasonable standards of workmanship, conduct, and output are maintained and that desired police objectives are achieved.
• Ability to treat citizens and visitors with uniform courtesy and consideration and to answer frequently repeated questions without loss of temper or equanimity.
• Ability to detect, apprehend, and place proper charges against lawbreakers.
• Ability to establish and maintain helpful and cooperative relations with civic and business organizations, recreation and other groups, court officers and police authorities in other jurisdictions, and others interested in the maintenance of law and order.
• Ability to make the best use of available personnel and facilities in carrying on police work.
• Ability to provide needed police protection at places where people assemble in numbers, at places where traffic is heavy, and at places where large amounts of money are in transit and other types of valuable property may be in jeopardy.
• Ability to take and maintain a firm and correct stand when controversies and differences of opinion arise.
• Ability to prepare and supervise the preparation of clear, sound, accurate, and informative police reports.
• Ability to maintain essential police records, reports, and files.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.

<b>SPECIAL QUALIFICATIONS:</b>

Appointees have satisfactorily completed the police training course given at Sea Girt, New Jersey by the Division of State Police, Department of Law and Public Safety.

Appointees to this position must successfully qualify semi-annually in the use of firearms.
