Definition
Under the direction of a supervisory official responsible for internal affairs investigations for a state adult correctional or juvenile treatment facility, or county correctional facility, performs the field and office work involved in the investigation of alleged criminal activities and disciplinary charges at the institution and satellite units; does other related duties as required.
Examples of work
Exercises full police powers and acts as a peace officer at all times for the detection, apprehension, arrest, and conviction of offenders against the law. Conducts investigations of alleged criminal acts and administrative violations committed by staff, inmates, and visitors to secured facilities. Conducts investigations of complaints filed by staff, inmates, and visitors to secured facilities. Obtains, secures, preserves, and processes evidence. Apprehends, arrests, and processes suspects. Prepares formal records and statements covering all phases of each assigned investigation. Answers inquiries in person, by telephone, or by correspondence according to established procedures. Maintains contact with federal, state, and local law enforcement agencies. Interviews and investigates persons who are charged with indictable and administrative offenses. May testify as a witness before formal hearings, Grand Juries, Courts of Law, administrative hearings, or other judicial bodies. Compiles materials for hearings. Interacts with other law enforcement agencies in the search, apprehension, and arrest of offenders and escapees. Compiles reports and materials to substantiate an arrest. Gathers intelligence and compiles and evaluates information pertaining to adult inmate or juvenile groups, criminal activities, employees, and civilians visiting New Jersey secured facilities. Compiles information for and prepares investigative and statistical reports in the course of official duties. Carries a firearm and other restraint/defense equipment while performing duties or off-duty; is responsible for the care, use and security of firearms and equipment. Prepares clear, sound, accurate, and informative investigative, statistical, and other reports containing findings, conclusions, and recommendations. Attends continuing training programs and seminars relating to the court, the department of assignment, criminal correction law, rules, regulations, and procedures. Establishes and maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Five (5) years of professional experience in the custodial field which shall have included investigations of violations of rules, regulations, standards, and laws by adult inmates, juveniles, and/or employees working within a secured facility. OR Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions. SPECIAL REQUIREMENTS: In accordance with N.J.A.C. 13:97-2.11, training in the proper methods and techniques using force and in the legal aspect of using force shall be provided as part of the Police Training Commission's approved Basic Course for Investigators or an equivalent course substituted in accordance with N.J.A.C. 13:97-2.1(a)1. In accordance with N.J.S.A. 2A: 154-4, investigators working in secured facilities are empowered to act as peace officers. As such, they must have completed basic police training conducted by the Police Training Commission. Appointments to this title may only be made by promotion from the ranks of qualified, custodial law enforcement personnel possessing the requisite police powers. Appointees to this position must successfully qualify semi-annually in the use of firearms. The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicles they operate, rests with the Appointing Authority.
