- Assigns and directs staff engaged in collecting, compiling, estimating, modeling and projecting economic, labor, occupational, industrial, employment, wage, demographic and other data in a statistically acceptable manner.
- Develops operational objectives and personnel allocation recommendations to implement the assigned program area budget; develops and executes plans for the effective utilization of allocated funds, personnel, materials equipment and supplies.
- Plans work schedules and sets completion dates; develops and implements quantity and quality control procedures for effective program and resource management; provides instructions, materials and organizational direction to achieve program goals; periodically reviews progress; and takes corrective action to maintain schedules.
- Plans, organizes and directs the work program of a section involved in conducting research to meet the needs of programs administered by the Department of Labor.

- Plans and directs activities to determine the social, fiscal and economic impact of actual and proposed federal and State legislation, and prepares recommendations on the department's position.
- Develops and applies new research and statistical methodologies and survey procedures to answer varied questions or problems affecting the economy of the State.
- Identifies uses for census data and other related information including its use for research, administration, planning and decision making by State and local government entities.
- Establishes and maintains a feedback mechanism to identify possible improvements to Census products.
- Determines methodology, and directs the development of studies to ensure the statistical integrity of data according to requirements for the allocation of federal or state funds, ensures that data meets guideline for federally managed state and local reports.
- Analyses worker turnover experience data provided by employers covered by the unemployment insurance and temporary disability laws; prepares actuarially sound recommendations for employer contribution rates.
- Oversees the projection of contribution income, benefit payments and the beginning and ending balance for the State unemployment and disability insurance trust funds to evaluate their actuarial soundness.
- Develops procedures and instructions to implement and review mechanisms to ensure acceptable levels of statistical accuracy.
- Consults with federal, state and departmental officials; coordinates with officials from other agencies to collect and analyze data that transcends departments.
- Cooperates with electronic data processing staff in designing, testing and implementing new or modified electronic processing systems and reports that meet federal and state needs.
- Develops special studies, research projects and surveys to identify new developments, program areas, gaps in databases, detailed characteristics of the labor force and other factors relevant to the economy of the State and its labor areas.
- Prepares studies concerning the economic impact of actual or potential occurrences within the State; uses data to obtain federal funding and/or develop public policies.
- Oversees the collection, assembly and maintenance of historical data concerning state, regional, local, labor market, and economic demographic analysis.
- Oversees the preparation of responses to requests for special information relevant to economic, census data, demographic, employment, and occupational and labor market conditions.
- Maintains a program of technical assistance to data users; develops methodology for translating assembled data into action plans.
- Represents the office at state, regional and national conferences.
- Prepares special material and articles and makes presentations.
- Acts as the spokesperson for the department with the news media and others on technical issues relevant to the State and its sub- areas.
- Directs the maintenance of files, records and documents; develops and maintains retention and purge schedules.
- Will be required to learn to utilize various types of electronic and/or manual recording and information system used by the agency, office, or related units.
Education
Graduation from an accredited college with a Bachelor's degree which includes or is supplemented by three (3) semester hour credits in statistics and twelve (12) semester hours credits in any combination of statistics, economics or mathematics, supplemented by a Master's degree in economics, statistics, mathematics, planning, demography, industrial relations, public administration, human resource administration, business administration or other related field.
Experience
Five (5) years of comprehensive research and analysis experience in the fields of economics, demography or labor markets, which shall have included primary responsibility for at least one major program; three (3) years of which shall have been a supervisory capacity.
License
Appointee will be required to posses a driver's license valid in New Jersey only if the operation of vehicle rather than employee mobility is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the methods used to collect and analyze data.
- Knowledge of statistical, research and survey methods used to research and report activities, statistical data and economic analysis.
- Knowledge of the factors to be considered in the analysis of the labor market.
- Ability to plan, develop, and direct studies and surveys involving the estimation, collection, compilation, interpretation, analysis and forecasting of extensive employment, wage, unemployment, demographic, occupational, and other economic data.
- Ability to effectively communicate complex information both orally and in writing.
- Ability to prepare reports and correspondence.
- Ability to analyze and evaluate statistical theories, principles, procedures and methods.
- Ability to devise, implement and monitor a system to maintain statistical integrity in data development and the confidentially of employer responses.
- Ability to provide assignments and instructions to staff and supervise their work performance.
- Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the unit.
