Definition
Under direction of a Supervising Environmental Compliance Investigator or other supervisory official assists in performing compliance, enforcement, and monitoring activities, inspections, and investigations to ensure compliance with terms and conditions of permits, certificates, and approvals issued by the agency as well as monitoring program, statutory, and regulatory requirements; does other related duties as required.
Examples of work
Performs basic inspections, investigations, and field studies to determine and ensure compliance with determinations, enforcement case developments, and issuance of enforcement documents and permits in accord with specific state statutes, regulations, and engineering plans and specifications. Conducts investigations following issuance of enforcement documents. Aids in witnessing technical source emissions tests, and prepares reports on observable physical conditions at test facilities. Consults with engineers, facility owners and operators, shippers, New Jersey State Police, and other interested parties relevant to enforcement matters. Utilizes and maintains specialized collection, control, testing, and measuring equipment. Responds to environmental emergencies and complaints, and conducts inspections or investigations on a 24-hour basis. Aids in the development of enforcement cases to obtain compliance with permits and regulations. Performs basic review and evaluation of compliance reports from permittees and/or staff and facility representatives to ensure consistency with applicable state and/or federal regulations, and provides recommendations to supervisor. Collects established basic data and samples for each category of investigation in accord with established policies and procedures. Prepares basic investigative reports, assists in the preparation of enforcement documents, administrative orders, cease and desist orders, directives, telegram orders, administrative penalties, and referrals to the Attorney General. Aids in the preparation of evidence and participates in hearings and in court actions. Conducts enforcement actions and inspections to ensure compliance. Provides timely, adequate responses to complaints and investigations, and prepares reports. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Two (2) years of experience in environmental compliance programs that includes inspections, investigations, testing surveys, and/or enforcement activities, one (1) year of which shall have been in the gathering of legally significant evidence and/or the collection of data and samples involving the operation of measuring, recording, and/or testing equipment.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of environmental investigations and inspections. Knowledge of sample collection techniques and procedures. Knowledge of documentation requirements as they apply to the work of the unit. Knowledge of state, local, and federal laws, rules, regulations, and administrative codes as they apply to specific environmental compliance and enforcement programs. Knowledge of safety procedures and of state and/or federal regulations governing disposal, cleanup, transport, or removal practices after a period of training. Knowledge of industrial, warehouse, and/or shipping source operations, and of hazardous materials that may be present or contaminants that may be emitted after a period of training. Knowledge of the construction and operation of municipal and industrial treatment and distribution facilities, wells, dams, and appurtenances after a period of training. Ability to develop, update, and maintain current workload inventories relevant to facilities and/or other critical areas. Ability to ascend and descend stacks, buildings, and/or rail cars, tanks, trucks, cargo tanks, and vessels, and perform work in other hazardous environments. Ability to write reports, letters, and enforcement documents. Ability to interpret basic laboratory analysis of samples for compliance or noncompliance with conditions of issued permits. Ability to establish and maintain cooperative working relationships with individuals, agencies, and groups in the public and private sector. Ability to investigate and respond to complaints. Ability to assist in developing, maintaining, and using files and recordkeeping systems. Ability to act as witness in court and give testimony under oath as may be required. Ability to work independently or as team member. Ability to understand permit restrictions and regulations governing a specific program area. Ability to learn the basics involved in surveying, drafting, and locating sites in the field and on maps. Ability to respond to environmental emergencies or perform investigations on a 24-hour basis. Ability to learn to read and interpret engineering drawings relevant to job assignments. Ability to learn to assist in the development of regulations governing disposal, cleanup, transport, and removal procedures. Ability to review applications, plans, and diagrams for engineering designs, time frames, accuracy of environmental impact statements, and compliance with operational requirements specified in the regulations. Ability to perform routine mathematical calculations and rudimentary analysis. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
