Definition
Under the general direction organizes, directs, manages and evaluates operations in areas of facilities and management support services, such as facilities management, general services, contract and grant management, purchasing, warehousing, printing, mailing or internal communications; does other related work.
Examples of work
Directs the planning and activities of one or more areas devoted to the delivery of administrative support services within the Department; collaborates with Departmental fiscal officers in the preparation and revision of budgets and grant applications. Evaluates support services, identifies needs, anticipates problems and develop corrective actions. Provides technical advice and recommendations to higher management. Prepares annual budget requests for facilities and management support services. Determines goals and standards of facilities and management support services. Coordinates facilities and management support services with those of other organizational units. Provides recommendations for the disposal, conversion or upgrade of equipment. Plans, develops and coordinates a program of planned, preventive maintenance for office equipment. Oversees the maintenance and control of records involving facilities management. Man oversee the building and leased space management activities of the organization Supervises the conversion of all office space to conform to State and Federal regulations. Oversees the inventory, rental, repair and maintenance of office equipment. Coordinates building security services and regular maintenance and repair services. Oversees the office services needed to support department operations. Manages the work operations and/or functional programs and has responsibility for employee evaluation and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Prepares correspondence and reports. Coordinates telecommunications services. Prepares statistical, financial and other reports. Establishes and maintains essential records and files. Supervises the staff involved in performing the functions of the assigned units. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
License

Ability to establish and maintain cooperative working relationships with subordinates, associates and others involved in the work of the unit. Ability to prepare clear, sound, accurate and informative reports containing findings, conclusions and recommendations. Ability to coordinate services among varied organizational units. Ability to plan and conduct evaluations, and identify and develop necessary corrective actions. Ability to establish and maintain records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in facilities management services involving property and equipment management, procurement of equipment, non-personal services and professional service contracts, or, graphic arts, forms design and reproduction centers, document retention, mail and messenger services and office supply inventories, or, coordination and management of the regulatory functions associated with the licensing, inspection and evaluation of State or private facilities, including the determination of compliance of physical facility requirements, two (2) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. OR Possession of a master's degree in Business Administration or Public Administration; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
