Definition

Under the direction of a higher level manager in the Department of Human Services is responsible for the development, implementation and supervision of a new policies and program initiatives, as well as professional public and consumer advisory activities, including state and county planning, community program development, grant management, minority and consumer activities, and Divisional Advisory Committees; does other related duties.

Examples of work

Directs the development of major program development statements and directives in consultation with Directors and Assistant Directors in the Department of Human Services. Manages the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Provides and develops methods of rendering technical assistance to implement policy initiatives in areas of joint hospital/community activities, community services development, special populations (e.g., minorities), consumer empowerment, and staff sharing. Supervises the provisions of staff support to policy committees advising the Division in the areas of Program Development and Training, Minority Concerns, and Consumer involvement. Assists a Division Director and/or Assistant Director in the development of plans, policy initiatives and objectives in order to attain Division goals and identifies and initiates those program activities, task forces, consultant contracts and committees needed to meet these goals. Supervises staff in the development and implementation of initiatives in the areas of consumer involvement, case management, minority concerns, community program development, emergency services, partial care, staff sharing and other Divisional priorities. Supervises staff in the development of county Human Services plans. Supervises staff inter-agency/Department program development. Directs staff in the development and negotiation of programs dealing with alcohol services, both within the hospitals and the community. Develops, in conjunction with the Division Director and the Consumer Advisory Committee, Divisional initiatives designed to support consumer empowerment, as outlined in the Divisional rules and regulations governing community mental health services, including Statewide conferences, support of self-help groups, and providing for input of consumers into hospital and community level planning/supervises staff in such activities. Directs staff in the implementation of programs to develop case management services, including joint hospital/community technical assistance and training of hospital and community treatment personnel. Designs divisional initiatives to support the development of the appropriate services to minority populations through technical support, including conferences, development of program materials, and on-site consultation with hospitals and community agencies. Directs the development of new technical assistance programs to assist community agencies to comply with the rules and regulations governing mental health services in such areas as emergency services, partial care, and boarding home programming. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Requirements

NOTE:/b> Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in the planning, development and/or implementation of a human services program, two (2) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. OR Possession of a master's degree in public health, public administration, social work nursing, rehabilitation, urban planning, or other related social service discipline; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the duties of the position. KNOWLEDE AND ABILITIES Knowledge of the Federal block grant program for funding of human services programs. Knowledge of the philosophies of current trends in mental health, including community support programs, normalization, and special population needs. Knowledge of the issues and current practices concerning consumer empowerment. Knowledge of the theory and practices of comprehensive planning, including goal setting, action steps, and evaluation. Ability to implement programs and services of the Department of Human Services. Ability to interpret and apply the policies, priorities, and requirements of the rules and regulations governing Human Services within the State of New Jersey. Ability to interpret and apply the major policies and priorities of the Department of Human Services. Ability to learn the funding structures of State grant and contract programs for the community mental health services. Ability to apply State licensing requirements and State and Federal reimbursement programs. Ability to establish and maintain good public relations and to gain public support for mental health program initiatives at the State, local and Federal levels. Ability to supervise and relate to subordinates. Ability to correlate and maintain satisfactory working relationships with a variety of professional and non-professional employees. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
