INTELLIGENCE ANALYST 2, OFFICE OF HOMELAND SECURITY AND PREPAREDNESS

Definition

Under the general supervision of an Intelligence Analyst 3, or other supervisory official in the Office of Homeland Security & Preparedness, Department of Law and Public Safety, is responsible for conducting complex and specialized analytical investigations on highly sensitive and classified information and data retrieved from various electronic/telephone sources or information developed from prior investigations or discovered to be linked to other types of investigations or information gathering activities. Performs and conducts administrative and operations studies of organizations, corporations, businesses or groups that may have an allegiance to terrorist groups or organizations in the United States or abroad with assets or interests in New Jersey. Assumes appropriate lead and administrative responsibilities as delegated by superiors. Does other related duties as required.

Examples of work

• Organizes searches for information and data with a systematic and logical formatting approach to determine the best course of action to be taken in compiling, prioritizing, collating and evaluating information gathered.
• Analyzes information and data retrieved to conduct investigative studies and prepares in-depth reports of a highly complex nature to be utilized by superiors in planning the type and course of action to protect New Jersey citizens and others from terrorism.
• Coordinates the review and analysis activities of others in conducting searches on various types of documents, publications, research programs and projects that may be of interest to the agency.
• May take the lead over lower level staff.
• Conducts surveillance objectives and performs various types of searches on secured data bases and information sources made available through investigative activities of others or in concert with other law enforcement organizations.
• Interviews investigators, police officers and other law enforcement personnel to gleam information relevant to investigations on terrorism.
• Observes informants and other parties interviewed by law enforcement officers to determine the validity of information obtained and how the sources of information are connected to asset liquidations via electronic money transfers/currency exchanges and/or money laundering activities.
• Conducts investigations designed to gather intelligence information to establish a profile of an alleged organization(s) or group(s) involvement in terrorism objectives to determine resources, capabilities, intent and vulnerability studies.
• Takes the lead in designing and implementing specialized analytical research objectives and/or revised programs to better gather and filter information and pertinent data related to investigative objectives.
• May assist in directing and coordinating the work activities of assigned subordinates in performing complex and specialized investigations and searches.
• As required, leads an investigative team and functions as the lead Intelligence Analyst of subordinates and investigators performing assigned investigative research responsibilities.
• Submits recommendations for changes to established research methodologies and analytical models presently utilized by the agency.
• Develops and maintains a liaison with local, state and federal law enforcement and information gathering agencies to discuss mutual issues and resolve discrepancies.
• Reviews various publications, newspapers and other relevant documents that may be in various languages and translates the appropriate information and data to prepare reports and essays on various subjects of interest.
• Provides input in developing policy and revising operational procedures to ensure effectiveness and attainment of analytical and investigative objectives are achieved in conducting and performing highly sensitive investigative activities in a faster more efficient format.
• Observes and participates in the coordinated investigative efforts with various law enforcement agencies in case development and trial presentation with County Prosecutors, State Deputy Attorneys General or Federal Prosecutors.
• Trains subordinates and Intelligence Analysts in improving their skill level and provides evaluations on the effectiveness of others, as the training period progresses.
• Prepares various types of reports and analytical studies on reviewed intelligence information containing findings, conclusions and recommendations for operational briefings or for oral presentations.
• Testifies as an Intelligence Analyst before various types of legal forums or hearings.
• Attends seminars and course studies on intelligence gathering of unassembled information for various types of specialized areas related to transnational issues, economic changes and political views, science and technology, military multi-disciplines and other central intelligence policy courses.
• Oversees and maintains a case management file system for investigations and research activities.
• Maintains the integrity of classified and sensitive records and files.
• Utilizes and trains others in the proper usage of various types of photographic equipment, video, electronic, telephonic, and recording devices and information networking systems utilized by the agency or assigned office.
• Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Bachelor's Degree from an accredited college or university in Political Science, Criminal Justice, International Relations, Economics, Homeland Security, or related areas of studies.

Experience

Six (6) years of experience in gathering, prioritizing, coordinating, collating, reviewing, analyzing and compiling unassembled classified/highly sensitive information and data in a government or research center utilizing acceptable research methodologies and technologies with a designed application for security research projects, or national/international security programs.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

• Ability to conduct searches on all types of information systems and data bases, effectively reviewing additional sources of information that may be made available from other law enforcement agencies.

• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Applicants who possess a Juris Doctorate from a school of law accredited by the American Bar Association, and who have received credit for course work in international law, may substitute this degree for the required education.

A Master's degree in one of the areas listed above, or in Security Studies, Foreign Service, Foreign Diplomacy, International Affairs, International Public Policy, Middle East or Arab Studies or related areas of study may be substituted for one (1) year of experience.
