Definition

Under close supervision of an Intelligence Analyst 3, or other supervisory official in the Office of Homeland Security and Preparedness, Department of Law and Public Safety, receives formal on-the-job training to learn how to conduct analytical research on highly sensitive and classified information and data retrieved from various sources or information developed from prior investigations or discovered to be linked to other types of investigations or information gathering activities. Learns how to assist in performing and conducting administrative and operations studies of organizations, corporations, businesses, groups or ideologies that may have an allegiance to terrorist groups or organizations in the United States or abroad with assets or interests in New Jersey. Performs other related administrative assignments and responsibilities as delegated by superiors. Does other related duties as required.

Examples of work

• As an Apprentice and a productive worker learns and assists with:
• Learns how to and assists with collecting and analyzing open source and classified information designed to gather intelligence information to establish a profile of an alleged organization(s) or group(s) involvement in terrorism objectives to determine resources, capabilities, intent and vulnerability studies.
• Learns how to and assists with performing various types of searches on law enforcement sensitive data bases and information sources made available through investigative activities of others or in concert with other law enforcement organizations.
• Learns how to and assists with analyzing information and data retrieved to conduct investigative studies and assists in the preparation of in-depth reports of a highly complex nature to be utilized by superiors in planning the type and course of action to protect New Jersey citizens and others from terrorism.
• Learns how to and assists in conducting intelligence briefings and presentations on assigned topics to various audiences.
• Observes, and may participate in, the coordinated investigative efforts with various law enforcement agencies in information gathering and case development. Learns how to determine the validity of information obtained and how the sources of information are connected to asset liquidations and/or money laundering activities.
• Learns how to and assists in the preparation of various types of reports, briefings and analytical studies on reviewed intelligence information containing findings, conclusions and recommendations.
• Learns how to and assists in designing and implementing specialized analytical research objectives and/or revised programs to better gather and filter information and pertinent data related to investigative objectives.
• Assists with reviewing various physical and online publications, and other relevant documents that may be in various languages and translates the appropriate information and data to prepare reports and essays on various subjects of interest.
• Attends seminars and course studies on intelligence gathering of unassembled information for various types of specialized areas related to transnational issues, economic changes and political views, science and technology, military multi-disciplines and other central intelligence policy courses.
• Maintains a case management file system for investigations and research activities.
• Maintains the integrity of classified and sensitive records and files.
• Attends training as recommended by superiors to develop and enhance knowledge, skills and abilities.
• Learns to utilize various types of photographic equipment, video, electronic, telephonic, and recording devices and information networking systems utilized by the agency or assigned office.
• Will be required to learn how to use various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Bachelor's Degree from an accredited college or university in Political Science, Criminal Justice, International Relations, Economics, Homeland Security or related areas of studies.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operations of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

• Knowledge of terrorists' organizations worldwide and their supporting networks and familiarity with the financial networking in support of terrorist organizations after a period of training.

• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

• <b>ADVANCEMENT:</b>
• Appointee's work performance will be reviewed and rated in accordance with the agency's evaluation program, at minimal twice during each twelve (12) months of the three (3) year apprenticeship program. Upon successful completion of the thirty-six (36) month apprenticeship program, appointees will advance to the title of Intelligence Analyst 1, in accordance with New Jersey Civil Service Commission procedures.
• The inability of an employee in the Intelligence Analyst Apprentice title, to attain the required level of performance stipulated in each of the twelve (12) month apprenticeship period shall be considered cause for separation from employment.

Applicants who possess a Juris Doctorate from a school of law accredited by the American Bar Association, and who have received credit for course work in international law, may substitute this degree for the required education.

Applicants who have completed a one (1) year (1800 hour) compensated/non-compensated internship with a Homeland Security Agency, federally subsidized Research Organization or Federal Agency with an intelligence mission, or State Police or Intelligence Fusion Center may apply this one (1) year internship as one (1) year of the Apprentice Program.

<b>SPECIAL NOTE:</b> Applicants accepting employment as Intelligence Analyst Apprentice in the Office of Homeland Security &amp; Preparedness may be required to adhere to the employment restriction that they may not pursue outside gainful employment during their tenure of employment.

<b>SPECIAL NOTE:</b> Applicants will be required to undergo a law enforcement candidate background investigation and record review. In addition, special and top secret security clearances by the federal government are mandated by Presidential Executive Order #. The Executive Order requires these procedures be adhered in order for a federal security clearance to be granted to an individual engaged in performing said duties and responsibilities.
